Terms of Reference Financial short-term Consultancy

  1. Background

medica Liberia (mL) formerly medica mondiale Liberia, is a non-governmental women’s right organization working in Liberia.  Our Organization offers support to women and girls who have been affected by sexual gender-based violence (SGVB) through the provision of Reproductive Health Services.  Since 2006, medica Liberia has been implementing programs for women and girls in Liberia’s South-eastern parts and until 2015 extended its coverage to Montserrado and Margibi Counties respectively, through funding from the German Government and other donors namely: medica mondiale Koln, Pro Victims & Medicor Foundation, BMZ (German Federal Ministry of Economic Cooperation & Development) and GIZ. medica Liberia’s mission is to end violence against women in Liberia. 

 

medica Liberia as a feminist organization is working for the elimination of all forms of discrimination against women and girls.  Its goal is to promote women’s human rights and gender equality which are key in sustaining and furthering achievements in stability and development. 

 

  1. PURPOSE OF THE ASSIGNMENT:

The main objective of this audit consultancy is to review and assist in strengthening mL Financial management thereby lending support to the organization on a quarterly basis, pre audit and support mL in term of compliance. (One year).

2.2      SPECIFIC OBJECTIVES:

The scope of work of the Firm hired is to developed and submit to mL an audit plan/proposal for the audit of medica Liberia and to strengthen mL Financial management system inclusive of the following:

  • Perform an audit of the financial records of mL for the period January 1, 2021 thru December 31, 2021.
  1. Review prior audit assessments recommendations to ensure recommendations and corrective measures are ahead to;
  2. Review the financial policy of mL to ensure that it conforms to the mL financial management practices and procedures, to cover essential areas and project environment.
  3. Review the procurement system to ensure accountability, check and balance, and value of money in procuring goods and services;
  4. Establish the account balances of mL accounts (individual donors, and partners) as at January 1, 2021; 
  5. Assess the internal control structure and recommend measures for improvement;
  6. Review fixed assets registry and ensure that same is updated to include all fixed assets of mL;
  7. Review all financial reports to donor prior to presentation during the contracted period;
  8. Conduct Financial Management training of mL Financial Staff in areas identified;

10.Integrity and reliability of financial and operational information;

11.Express an audit opinion of mL in totality and submit a report in writing, addressed to the Executive Director of mL of findings and recommendations.

 

Submitting an EOI – Expression of Interest:

  • The applicant/Firm will submit a technical and financial proposal;
  • The technical proposal must include:
  1. An EOI letter that states interest and suitability for the task

(i) proposed methodology (1-2 pages)

(ii)  previous task recommendations from at least two (2) organizations

  • Profile of the firm and key staff

The financial proposal must include an indicative budget including taxes.

 

INPUTS:

mL will provide the Consultant with materials relevant to the assignment;

  • The Auditor is expected to work using his/her own computer in addition of mL finance computer
  • mL will provide the Consultant/Firm with necessary logistical support, transportation in the case of out of town, materials (office supplies) and office space where needed.

 

PERFORMANCE EVALUATION:

            Consultant’s performance will be evaluated based on; timeliness, responsibility, imitative, communication, accuracy, and quality of the products delivered.

REQUIRED EXPERIENCE AND QUALIFICATIONS:

The Firm should fulfil the following requirements:

Education

  • University degree in Account or Financial Management

 

  • MBA Degree or Professional certificates in auditing is a plus

Experience:

  • At least 5 years of professional experience in auditing;
  • Knowledge and experience in the area of women peace and security and Gender Equality is an asset
