Mercy Corps started operations in Liberia in 2002 in response to the humanitarian crisis brought on by the two Liberian civil wars which took place from 1989-1997and 1999-2003. Based on the changing needs, Mercy Corps Liberia has implemented programs in renewable energy, food security, agricultural livelihoods, financial inclusion, nutrition, water and sanitation, infrastructure, and in youth economic empowerment.

The Program / Department / Team (Program / Department Summary)
PROSPECTS IV is a youth employment programme funded by the Government of Sweden, designed to benefit over 6,000 young people directly and influence nearly 15,000 more through systemic change. Building on the successes of PROSPECTS IV, which shifts from direct service delivery to a Market Systems Development (MSD) approach, addressing structural barriers to employment. Implemented in Montserrado, Margibi, Bong, Nimba, and Bomi, the programme seeks to catalyze inclusive economic opportunities by strengthening local systems and institutions. Expansion to additional counties will be guided by learnings and uptake from the initial implementation phase, particularly following the sector market analyses.

The Position (General Position Summary)
The Program Assistant will be based at Mercy Corps’ Head Office and will play a key role in supporting program implementation and administration. This position is responsible for facilitating private sector engagement activities, ensuring accurate documentation and timely data entry into MEL system, and intervention activities across various portfolios. The Program Assistant will provide operational backstopping to the Program Manager, lead partnership implementation and monitoring, and facilitate
capacity-building support for partners. The role requires strong organizational skills, attention to detail, and the ability to manage multiple tasks to ensure smooth and effective program delivery.

Essential Responsibilities
Program Management
●Develop draft Terms of Reference, budget, agenda for training, workshop, assessments, and field engagements.
●Support the Program Manager to Plan Program Activities.
●Facilitate field assessments and data collection exercises.
●Update program activity plan and ensure appropriate filing of project files.
●Facilitate all solicitation and procurement processes within the program scope.
●Provide backstopping support to the Program Manager.
●Liaise with the Data Collectors to ensure accuracy and timely collection of data.
●Support MEL Manager as required.

Capacity Development
•Support the capacity development of MSEs and Data Collectors.
•Assist team members with information, tools, and resources to improve performance & reach objectives.
•Promote accountability, communicate expectations, and provide constructive feedback informally and formally.
•Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
Finance & Compliance Management
•Ensure compliance with donor and Mercy Corps regulations related to emergency programming.

Works Directly With: Finance team, People and Culture Team, and Operations Team.

Minimum Qualification & Transferable Skills
●Minimum of a university degree in Management, Business Administration, Social Work, Economics, Social Science, or a related field.
●Minimum of two years of work experience working in a similar capacity within the INGO.
●Demonstrated ability to interact with project partners and stakeholders
●Experience in conducting assessments and data collection approaches is a plus.
●Strong computer skills in Microsoft Office programs.
●Knowledge of M&E tools will be of added advantage.
●Demonstrated experience in being proactive and taking initiative in a work setting.
●Excellent spoken and written English.
●Experience working with young people and/or businesses.
