Monitoring and Evaluation Manager

The European Institute of Cooperation and Development (IECD) is a French
non-governmental organization founded in 1988 and operating in the field of
social and economic development in partnership with local institutions. IECD’s
main sectors of action are vocational training, education, and support to micro
and small enterprises. IECD is active in 18 countries. More information on

In Liberia, IECD has been operating since 2020 with a focus on employment and professional
integration. The delegation implements the STRIVE project, which encompasses a Rural Development
component supporting agricultural producers in Bong County, and a Vocational Training and
Professional Integration component active in Monrovia, Buchanan, and Tumutu.
YOUR MISSION

Under the supervision of the Country Director, the M&E Manager is responsible for designing,
coordinating and operationalizing the monitoring and evaluation system across all IECD Liberia
projects, while managing donor reporting and contributing to the development of new projects
Main Responsibilities

1. Monitoring & Evaluation
• Support the definition of logical frameworks and indicators across all IECD Liberia programme
components.
• Design and implement a monitoring and evaluation system for the delegation’s projects:
◦ Organize the collection of operational field data and ensure its timely and accurate
transmission.
◦ Analyze qualitative and quantitative indicators to measure progress towards objectives,
expected results and planned activities.
◦ Review and improve data collection tools and verification methods to enhance their
quality, relevance and reliability.
• Train and support IECD teams and partner organizations on M&E tools and practices.
• Analyze and present data for internal and external reporting, including relevant visual and
written materials.
• Contribute to the design and implementation of impact measurement frameworks (long-term)
and support their roll-out across IECD Liberia teams.
• Ensure effective two-way information flow between the field and IECD headquarters.
• Prepare internal and external project evaluations.
• Contribute to the capacity building of partner and ministry staff.
• Manage one M&E Officer through weekly supervision, capacity strengthening and performance
reviews.
• Support audit cycle processes and procedures.
• Develop innovative data collection and monitoring tools.
• Integrate cross-cutting M&E considerations into the agricultural components (Rural
Development and Farmer Associations).

2. Reporting and Donor Relations Management
• Manage the administrative follow-up of contracts with public and private donors (report
validation, monthly meetings, etc.).
• Consolidate and complete the operational sections drafted by each project manager; ensure
coherence with the financial reports prepared by the Finance and Administration Department;
and transmit narrative reports to financial partners.
• In close collaboration with the Country Director, contribute to the management of donor
relations, including monthly meetings and steering committees.
• Develop and implement an appropriate institutional communication strategy.
• Participate in the development of future projects and funding proposals for IECD Liberia.

1) Key Deliverables
Operational M&E system in place and regularly updated across all project components
Timely and quality narrative reports submitted to donors, in line with contractual requirements
Accurate data collection, analysis and presentation of results (quantitative and qualitative
indicators)
Effective support to and supervision of the M&E Officer
Active contribution to new project development and institutional communication

EXPECTED PROFILE
Qualities and skills:
• Strong analytical and data management skills, with attention to detail and rigor in reporting
• Ability to design and operationalize M&E frameworks, logical frameworks and indicators
• Experience with data collection and analysis tools (LINK, Power BI, KoboToolbox, ODK, Excel,
or similar)
• Capacity to produce clear, structured reports and visual data presentations for varied audiences
• Ability to work in a multicultural and multi-stakeholder environment
• Proactive, autonomous and organized, with a strong team-oriented mindset
• Strong interpersonal skills: diplomacy, active listening, open-mindedness
• Personal integrity: honesty, humility, respect for others
• Commitment to the values and mission of IECD
• Proficiency in Microsoft Office (Excel, Word, PowerPoint); familiarity with data visualization tools
is an asset
• Excellent written and spoken in English and in French is mandatory
Education: Bachelor’s degree (minimum) in international development, project management, statistics,
social sciences or a related field. A Master’s degree is an asset.

Experience
Minimum 3 years of professional experience in monitoring and evaluation, project management or grant
management in the NGO or development sector.
• Experience working with institutional donors (AFD, EU, UN, or similar) is mandatory
• Prior experience in Liberia or West Africa is an asset

CONDITIONS OF THE MISSION
Position Title: Monitoring & Evaluation Manager
Reports to: Country Director, IECD Liberia
Duration: 9 months (renewable, based on funding)
Location: Monrovia, Liberia, with frequent field visits
Compensation: TBD
