Job Title: ECHO MEAL Officer (x1)

Location: Grand Bassa County

Reporting To: ECHO Project Coordinator

Responsible For: nil

Duration: 12months

Job Purpose: Reporting to the ECHO Project Coordinator but will work very closely with the MEAL Coordinator and M&E Manage and the IRC M&E Manager. S/he is responsible for supporting oversight of the national COVID-19 vaccination and the roll out to county level. Support program activities and support to the establishment and maintenance of the routine program monitoring system, including data management (focusing on database design, quality, aggregation & data presentation at district level), facilitate routine data collection, compilation, analysis & reporting.

Responsibilities: Support the tracking of the national and county level roll out of the COVID-19 vaccination programme in line with the national HMIS, DHMIS, CHMIS and the LBR Covid-19 NDVP Final Plan Feb-7-2021 (sections 14-17); monitor and report on the 2 Specific Objective Indicators and the 4 indicators under the 2 key Result areas, to document the change from baseline to endline; maintaining a database for ECHO vaccination project M&E activities—baselines, assessments, reviews and evaluations—tracking their implementation where appropriate; participating in the development of tools and guidelines for data collection, collation and reporting, for instance ensure that projects have clear MEL plans, as well as tracking of total target population reach; support to the development of the action’s Implementation Plan; conduct data quality assessment to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to programme teams; maintain an action tracker for the programme while ensuring that actions agreed upon from debrief meetings with program team are actioned; support the implementation of processes to review the quality of program data, collection methods and the suitability of the existing data for the provision of sound baseline information; take an active role in ensuring program staffs are compliant in uploading DDG into necessary app systems and maintain such database systems; take an active role in ensuring program data collection process is in full compliant with the Do No Harm (DNH) and Child Safeguarding principles and requirements.

Experience & Qualification:

BSc degree in M&E, Statistics, Social Sciences, Development Studies or related field.

At least two years of related work experience in M&E in Health and or vaccination project.

Excellent computer skills, including proficiency in Microsoft Excel, Access and Word;

Strong data collection, analysis and report writing skills;

Ability to work independently, think analytically and take initiative in solving problems
