Job Title: External Consultant to ‘Analyze lapsing to Open Defecation in Grand Bassa and how to support latrine purchase and use’ Location: Based in Buchanan, Grand Bassa with frequent visits to rural areas to do qualitative data collection –Consultant (1)
Reporting To: The Programme Director
Responsible For: A short term consultancy to contribute to a sustainable reduction of chronic malnutrition by addressing key drivers of under nutrition in the zone
Job Purpose: Concern Liberia is soliciting an external expert to improve understanding of knowledge, attitudes but specifically focused on practices and the best approaches to overcome open defecation practices.
Improve understanding of knowledge, attitudes but specifically focused on practices and the best approaches to overcome open defecation practices. Lapsing is a common phenomenon in Liberia but is not something that is observed in other countries. Why is there sanitation fatigue, and or slippage back to open defecation? Is it due to the way the facilitation of CLTS is undertaken? Or due to the fact that communities never really acknowledge the link between open defecation and its huge impact on health? Gender disaggregated. Pilot a participatory latrine design approach, using Concern Digital Data Gathering devices to gather people needs and preferences. Importantly this will need to carefully and comprehensively review the financing aspects and consider closely how households can afford any of the ideas they suggest. 1 Understand viability and test some pathways for CSLAs to support attaining and sustaining open defecation free status.
Responsibilities:
Design appropriate tools and questionnaires for understanding current knowledge, attitudes and practices, focused on practices, of open defecation by doing the research in the communities that are lapsed from accredited open defecation free to practicing open defecation again; design appropriate tools and questionnaires for a second separate process to capture optimal latrine design; design the sample size to gather relevant useful information that can inform implementation strategies; use key informant interviews and focus groups to verify or interrogate the results and ensure they are properly understood. Following the field work, the responses compared and the key different ‘determinants’ found; using these determinants, draft a social behaviour change strategy to strengthen attaining and sustaining open defecation free status. Review project documents and resources to
understand the project; participate in a call with Concern Liberia to review the scope of work and methodology; participate in a planning call with Concern to discuss the field research schedule, team composition, and methods; produce a brief inception report; develop methodology including creation of data collection tools, training and facilitation guides, and sampling plan. Methodology and tools require approval by Concern; recruit enumerators for data collection, as necessary
Experience & Qualification:
∙ Preferably an advanced university degree (masters or equivalent) in international affairs/studies, development, WASH, or a related field. ∙ Minimum 3 years of relevant technical experience in the design and delivery of market-based sanitation services to promote access to and uptake of household level sanitation services, preferably in Liberia
∙ Demonstrated experience leading the technical design of donor-funded projects required. Experience with major donor-funded projects strongly preferred.
∙ Ability to work efficiently and effectively with team members in various locations and from multiple organizations, including remotely writing and revising proposal documents.
∙ Excellent technical writing skills.
∙ Knowledge of government and political structure and existing laws, rules and regulations on sanitation and its implementation in the Liberia will be an advantage.
