The EULAP-PARTNERS Project is a 5-year programme that aims to improve food

and nutrition security and increase income and resilience against shocks in the rural

areas of Liberia. The programme is funded by the European Union and is implemented

by a consortium made up of 4 INGOs namely, Welthungerhilfe (WHH) as lead

applicant, ZOA, Concern Worldwide, and SPARK in partnership with several local

partners in seven (7) counties; Rivercess, Grand Kru, Grand Cape Mount, Margibi,

Grand Bassa, Sinoe, and Bomi.

Duration 15th September with a possibility of extension, depending on performance
Location: Based in Greenville, Sinoe County with frequent travel to around Grand Kru, Rivercess, Grand Bassa Counties, and Monrovia.
The primary objective of this position is to provide support to the Head of Project (HoP) by providing leadership and manage the implementation of EULAP-PARTNERS (LBR 1056) programme.

The Programme Coordinator also serves as the Focal Person for the WHH Greenville Sub-Office with responsibilities including representing WHH in the Sinoe County, office management, and coordination of WHH activities in Sinoe County. The position also entails providing guidance, advice, design, and support with respect to program implementation in the Sinoe County.

Duties and

Responsibilities:

Project Management

  1. Coordinate the overall implementation of WHH EULAP-PARTNERS programme activities per the goal, objectives, scope, timelines, and budget of the programme—ensuring efficiency
  2. Manage WHH LBR 1056 Detail Implementation Plan (DIP), including resource and logistics needs in close collaboration with the logistics, finance and administration teams, and Head of Project
  3. Ensure timely and high-quality reporting including weekly plans, weekly, quarterly, and annual reports, and any other requested reports, in close collaboration with the technical, MEAL and finance teams.
  4. Conduct quarterly field visits to project field bases
  5. Coordinate project meetings including review meetings
  6. Document and follow up on important actions and decisions from meetings. 7. Ensure all WHH LBR 1056 databases are up to date in compliance with WHH LBR regulations
  7. Keep track of, and ensure all relevant documents are filed according to WHH guidelines 9. Support administrative and finance, technical and MEAL teams, and Head of Project in day to-day decision making as applicable
  8. Where necessary put in place preventive and corrective action(s) in consultation with the Head of Project

Representation

  1. The Programme Coordinator also serves as the Focal Person for the WHH Greenville Sub-Office with responsibilities including representing WHH in the Sinoe County, office management, and coordination of WHH activities in Sinoe County. The position also entails providing guidance, advice, design, and support with respect to program implementation in the Sinoe County
  2. Seek out and actively participate in relevant local networks or task groups on specific humanitarian aid issues
  3. Accompany donors on field trips and ensure program details are transmitted in a timely and professional manner

Staff Management and Teamwork

  1. Ensure staff receive appropriate support to enable them to do their job 2. Hold regular team meetings and, through a consultative leadership style and a transparent, honest, and supportive communication structure, develop and build an effective team 3. Ensures the highest standards of accountability through good communication and information sharing within the programme and active participation of staff, beneficiary, and other stakeholders at all stages of the project.
  2. Coordinates in close collaboration with the MEAL Coordinator, capacity building activities for project staff and partners to ensure effective and efficient management and delivery of the project activities with the highest standards of programmatic quality.
  3. Contributes to effective teamwork, coordination, and work planning among project staff in support of project objectives
  4. Contributes to a working environment of mutual trust, respect, and care among all staff.

Financial Management

  1. Ensure efficient use of project funds and resources through well thought out and coordinated implementation
  2. Conduct weekly cash counts with the Finance Assistant at the Greenville Office
Security Management

1. Monitor and review the security status of the area(s) of operation regularly, liaising as applicable with staff, county authorities, other NGOs, or other relevant security bodies. And

reports/updates, as appropriate, the Head of Project

2. Ensure staff complies with Health and security SOPs per WHH guidelines. Ensure all WHH LBR 1056 offices are COVID-19 compliant per the COVID-19 SOP.

Delegated Responsibilities

1. Performs any other duties assigned by the Head of Project or his/her assignee/WHH CO.

EducationAdvanced university degree (Masters or equivalent) in Social Science, International Development, or a related field from an accredited academic institution
1. A minimum of 7 years of progressively responsible professional-level experience (Required) 2. At least 5 years in international development with INGO (Required)

3. At least 3 years in the food security, agriculture, or nutrition sector (Required)

4. Good level of knowledge of MS Office.

Professional Experience

5. Demonstration of ability and experience of writing professional project/programme reports

6. Ability to multitask and deal with stressful situations.

7. Experience working in the South-East of Liberia would be a plus.

Language Skills 1. Ability to communicate in both written and oral English language.
1. Good interpersonal and communication skills

3. Ability to work in, and pull a team along to meet individual and group targets
