Job Title: Nutrition Officer (x6)

Contract duration: Fixed-Term (12 months)
Job Purpose: The purpose of this position is to facilitate and monitor the implementation of the nutrition specific and sensitive interventions of the project in assigned county. The role is to provide a supportive function to the counties to implement appropriate, timely and effective nutrition interventions, coordinate the planning, and ensure quality programing and monitoring of all facility level activities of WINS project. S/he will support to ensure efficient and effective implementation of nutrition facility and community support component as per project plan. The role involves working in close collaboration with the County Nutrition Supervisor to strengthen capacity of health facility staff through on job training, mentorship and coaching and involves addressing barriers that affect health and nutrition service delivery at facility and community level. This is a position that requires collaborating and working very closely with county health/agriculture/education/gender department, the Health facilities, schools and community Structures. It is a position responsible for linking and activating key stakeholders for young children’s nutrition, in close collaboration with field staff from other ongoing Concern programmes and Implementing partners
Specific Responsibilities:
In collaboration with the program manager and area manager, ensure the project utilises standard protocols, policies and guidelines as outlined by the Ministry of Health protocols; Ensure nutrition activities are timely delivered and consistent to the best practices in line with agreed donor requirements and Concern; Prepare weekly and monthly activity plans, identifying and timely requesting the resources required for effective implementation of programme activities; Ensure timely data collection, interpretation and analysis; Conduct capacity building sessions, mentorship and coaching of health staff, Community Health Workers to provide quality services at the health facility and community in line with protocols, policies and guidelines in place; Work closely with county nutrition supervisors to identify poor performing health facilities and provide support; identify bottlenecks in delivery of quality nutrition services to beneficiaries at the health facility and community: identify potential bottlenecks in the provision of nutrition supplies and work with the program manager/area manager and stakeholders to address issues; Ensure that the implementation of the project’s activities promotes capacity building and collaboration of community based health workers, and health facility staff; in particular, support the development of community health workers’ skills (CHAs, CHPs and TTMs) so that they are better equipped in liaising for delivery nutrition services; In collaboration with the local government authorities, and local implementing partners where applicable, organize and facilitate required trainings and/or learning sessions for the empowerment of participants at all levels, with the support of other members from the programme team when relevant; Provide technical support and regular supportive supervision to counties, health facilities Concern programmes’ field based staff, conduct learning sessions with health facility staff, on nutrition
best practices and delivery mechanisms and approaches in the promotion of Maternal Infant and Young Child Feeding Practices, and provide appropriate feedback
from learning in the field; Participate in research studies, analysis or surveys, particularly relating to behaviors for improved health, hygiene and nutrition and support the development of effective strategies to increase the practice of the behavior in order to achieve intended program outcomes; Work closely with County Health Team including County Nutrition Supervisors in the scale up of Direct Nutrition Interventions in the county; Participate and work closely with MoH and County Data managers in the design of robust M&E plans, plan and conduct trainings and learning sessions for health facility staff and community focal persons responsible for data collection and entry; Work closely with MoH, CHT, County Nutrition Supervisors to timely identify counties and health facilities with IPF experiencing a surge in caseloads and provided timely response in management of seasonal peaks of malnutrition; Collaborate with and support Systems/logistics to ensure successful, transparent and accountable procurement and distribution of project inputs.
Experience & Qualification:
∙ Diploma from a recognized institution, with a bias in any of the programmatic areas (Nursing, Environmental Health, Public Health and Sociology); a first University degree in the relevant fields is preferred.
∙ At least 2 years of practical experience in implementing a community based donor-funded programmes within Liberia with NGO(s) or government in rural areas.
∙ Practical knowledge of nutritional care, health services delivery and health promotion is essential; strong capacity to conduct interactive and engaging training sessions in the above-mentioned areas; good understanding of nutritional products’ use and their supply chain.
∙ Ability to plan effectively, set priorities, and achieve targets under pressure and in relatively complex work contexts.
∙ Computer skills, including hands-on use of the internet, Word, and Excel packages
∙ Possessing a driver’s license and motorbike riding skills
