Job Title: Area Manager (x1)

Location: Based in Grand Gedeh and supporting River gee, Grand Kru and Maryland counties

Reporting To: Programme Coordinator

Responsible For: N/A

Contract duration: Fixed-Term (12 months)

Job Purpose: Overall management and implementation of Concern’s funded WINS project in Grand Gedeh, River gee, Grand Kru, and Maryland counties. Specific Responsibilities:

Programme Implementation:

Coordinate the planning, quality implementation, monitoring and evaluation of all programs within the agreed budgets, time frames and donor guidelines & requirements; Ensure, through adequate staff supervision and field monitoring, that all programme activities adopt an integrated and multisector approach that involves programme participants in participatory decision making, planning and implementation; Liaise with other INGOs, LNGOs, Government representatives, private sector etc. for effective coordination, cooperation and clarity for mutual understanding of objectives, progress and implementation; Identify the local needs/ issues and recommend appropriate programme interventions; Analyse and timely resolve issues that have the potential to jeopardize performance and/or ability to meet agreed-upon program deliverables; Coordinate with partner organizations at management level to ensure the efficient and effective implementation of Concern funded projects; Liaise with and brief CMT on programs and situational context on a regular basis

Program Development

Assists the Program coordinator, program director and country director during the development of project proposals/concept papers; Participate and contribute in current and future proposal writing initiative as lead or co-writer.

Financial Management

Overall responsibility for the integrity of the finance systems in Grand Gedeh, River Gee, Grand Kru and Maryland counties and ensuring strict adherence to Concern’s Financial Policy and Procedures; Serve as a budget holder for the programme implementation budgets once approved, monitor budget expenditure and prepare budget submissions/revisions when requested; Effectively manage allocated budgets and ensure all expenditure is authorised in accordance with Concern’s and donors’ procedures; Monitor monthly management accounts to ensure expenditure is accurately recorded and avoid under- or over-spends; Review Budget-vs-Actual, financial reports, and spending plans under the supervision and guidance of the Area Coordinator; Promptly respond to all budget-related inquiries.

HR

Ensure that PDRs are completed for all staff as per Concern Liberia standards; Identify professional development opportunities for staff in collaboration with the Program Coordinator and Program Director; Adhere fully to the commitments and rules laid out in the concern Code of Conduct and its associated policies (Programme Participant Protection Policy (P4), Child safeguarding policy and Anti Trafficking, including respecting confidentiality; Report to the appropriate manager all violations of the COC and its associated policies and this is a mandatory duty of all staff; Advise on and monitor the implementation of Concern’s HR policy and procedures; Assist in recruitments (as required), train and develop staff (both programme and system staff) under the WINS project; Ensure Concern policies and guidelines are adhered to by staff and local partners e.g. PPPP (P4), HAP, Gender, etc

Reporting

Ensure timely completion of internal and donor reports and related documentation adhering to Concern Worldwide standards and requirements of the contract; Provide internal monthly progress reports to Program Coordinator and Systems Director; Provide monthly and ad hoc security reports to Program Coordinator and Systems Director; Provide financial projections to Program Coordinator & Finance Dept.

Networking

Represent Concern at inter-agency, and coordination meetings of INGOs, LNGOs and other stakeholders pertaining to County program; Represent Concern at all local government coordination meetings; Liaise with program staff in other locations within Liberia for information and knowledge sharing on good practices

Monitoring & Evaluation

Ensure that an effective M&E system is in place in with particular focus on measurement of results (at the outputs and outcomes level), documentation and sharing of the lessons learned and good practices; Develop and track milestones and timelines across programmes and coordinate the performance reviews and evaluations in consultation with the program coordinator and Director; Ensure M&E is incorporated into all program plans and mechanisms are efficiently implemented; Within programs, ensure technical guidelines and Concern policies are followed.

Security

Ensure that security protocols are adhered to by all staff under said jurisdiction; Monitor and report on the security status in the program area to the Systems director and technical program reports to the program coordinator; Ensure the implementation of the security policy and identify security training needs as they arise; Ensuring Concern’s and legislative health and safety standards are compiled with; Ensure adequate security for all Concern assets

Support Services

Ensure that all goods and services are procured in compliance with Concern’s procurement policies and guidelines; Monitor the storage, distribution and use of all goods allocated to the program and report any variances to the Systems Coordinator and Program Coordinator.

Experience & Qualification:

Masters’ degree in rural development/international development or any of the Social Sciences or Humanities relating to our program work: agricultural development/ basic education/ public health etc.

At least 5 years experience in the management and coordination of high value donor-funded multi-sector development programme, preferably with an INGO

Demonstrated experience in leading and managing project teams to ensure that all team members are working to their full capacities to achieve program outcomes

Experience with the financial management of multi-program, multi-donor projects in development settings

Ability to work under pressure and to strict deadlines.

Effective oral and written English language skills as demonstrated in the ability to write reports as required by donors and utilize IT software packages including MS Word, Excel, and PowerPoint skills

Good coaching, facilitation, and capacity-building skills.

Cross-cultural awareness and sensitivity.

Empathy with Concern’s goals and a commitment to capacity building, accountability, participation, and gender equality.

Possessing a driver’s license and motorbike riding skills
