Main Purpose:

Under the direct supervision of the Medicine Marketplace Program Manager based in MSF HQ, the Access to Medicines Officer will support the implementation of Magani.org services in Liberia.

Accountabilities:

  • Identify and engage with patients’ associations, medical associations, health facilities, and all other relevant stakeholders.
  • Deploy communication tools and actions in order for the stakeholders to be aware of the service and understand how to best use it.
  • Support the users in finding ways to improve the use of the platform, for example by mutualizing payment tools or exploring grouped shipments.
  • Monitor the experience by some users and inform the HQ about the assets and weak points of the services. Contribute to the improvement of the platform as possible.
  • Conduct market assessments and monitor the evolutions of the medicine retail market in the country.
  • Identify most commonly missing prescription medicines in the country.
  • Support the communication with authorities and with all the relevant stakeholders about the activities of Magani.org, about its sources of procurement and about any other information needed for the appreciation of the service.
  • Support the patient’s associations with tools and literature that MSF or other actors can provide about their therapeutic field.
  • Identify the relevant partners and support joint advocacy actions to promote and facilitate the local availability of medicines.
  • Be reactive to address random issues related to the good delivery of the medicines ordered in Liberia or related to the service in general.
  • Contribute to the assessments of indicators to measure the quality and performance of the services.

MSF Section/Context Specific Accountabilities:

  • In many countries where MSF intervenes, particularly in Sub-Saharan Africa, there is a lack of availability of quality medicines at affordable prices. The shortages affect all categories of patients, including the patients suffering from non-transmittable diseases such as cancer, cardiovascular or mental health diseases, as in the last decades, the non-communicable diseases have taken a larger share of the disease burden in the low and middle-income countries.
  • In many cases, the availability of diagnostics tests and of follow-up by a medical doctor (or a physician assistant with prescribing capacities) is better than the availability of quality drugs at affordable prices. Because of this difference, many patients simply don’t have access to the medicines they are prescribed, while other individual patients with the required financial capacities purchase their medicines abroad, mainly when traveling or by using other travellers as carriers.
  • A theoretical feasibility study has been carried on and identified that an online not-for-profit medicine sale platform could improve the access to NCD medicines in some African and Middle East countries and become a tool for advocacy on the topic. The next phase is a real-life proof of concept pilot. The sale platform would be funded and managed by MSF and its services would be free-of-charge for the patients, while the medicines would be sold and shipped to them by third-party suppliers.
  • The website will be developed and maintained by a third-party agency. Liberia should be among the first country where the services are available.

Requirements:

EducationHigher degree in Public Health, communications, pharmaceutical studies or related areas.
Experience• Minimum 5 years experience in the Health Sector, preferably in positions involving external representation

• Experience in relation with medicines management is a strong asset.

• Experience in building and maintaining a network of contacts of all types and levels in the health sector is a strong asset.

LanguagesEnglish language essential. Local language desirable.
Knowledge· Excellent verbal and written communication, networking and representation skills.
