Location: Monrovia, Liberia

Reporting To: Programme Director

Contract duration: Fixed Term (12 months)

Role Requirement: Based in Monrovia. Internal travel to project locations (possibility of travelling outside of Buchanan to other Counties).

Job Purpose: to support Concern Worldwide Liberia in ensuring accountability across all programming towards projects participants, Concern partners, suppliers and country team member. The Accountability Officer will contribute to achieving high quality programming by ensuring fully embedded practical and effective FCRM for project participants within Concern programming. The Accountability Officer will promote within Concern Worldwide Liberia and Concern’s Partners the highest standards of Concerns Policy, including Programme Participants Protection, Child Safeguarding and Anti-Trafficking in Persons, Anti-Fraud among other Concern’s Code of Conduct, among Concern’s staff and Concern’s Partners’ staff.

Responsibilities:

Set up, roll out and strengthening of the FCRM

Ensure adequate design and implementation of the FCRM across all programming.

Ensure that programme participants’ are engaged in the design/update process of the FCRM and its review.

Ensure that the FCRM is appropriate, accessible, inclusive, and ensures communities’ empowerment and ability to share sensitive complaints safely. Support the Programme Director in updating the FCRM strategy and SOPs in Liberia.

Supervision, management and implementation of the FCRM

Manage the FCRM in a timely and sensitive manner. Ensure feedback is responded to and closed in compliance with the Core Humanitarian Standards (CHS) and Concern’s policy.

Ensure FCRM issues are properly recorded, documented, reported on in time, and safely filed in accordance to the highest standards of data protection principles. Ensure the FCRM database is timely updated.

Escalate to the Programme Director/Country Director if complaints are not closed within a suitable timeframe (according to the level of sensitivity). Develop weekly, monthly and quarterly work plans for the oversight of the FCRM system.

Conduct regular field visits to project sites to ensure the FCRM is implemented, visible, known and understood.

Lead the FCRM and accountability trainings to Concern staff (both programme and operations), and key Concern community committees to promote the FCRM mechanism.

Lead awareness initiatives for Concern Liberia’s FCRM among Concern programme participants and stakeholders (including Concern’s commitments on accountability and safeguarding).

Ensures that all programme participants are aware of the FCRM and have meaningful and inclusive access to it.

Support the MEAL team in the establishment of community committees in areas where Concern implements programs to promote for Concern FCRM, collect feedback and complaints.

Consolidate monthly FCRM reports to the Programme Director and Country Director.

Ensure accountability satisfaction, feedback and complaint surveys are regularly collected.

Regularly organize Focus Group Discussions with programme participants to enhance Concern’s accountability.

Supervise the analysis of the data from the FCRM system in place to understand what corrective action is required.

Provide an orientation to new staff on the Concern Liberia FCRM.

Upon request, the jobholder should be willing to support ad-hoc tasks within the MEAL Department.

Promotion and protection of Concern’s Code of Conduct

Ensure all Concern staff, programme participants and partners are aware of the FCRM processes and purpose.

Whenever relevant, support the Finance department in conducting spot checks on Concern and its partners’ service delivery, including cross-checking participants’ information, phone number, location, etc. and ensure that participants’ distribution lists are compliant with the programmes objectives and scope of work.

Promote and strengthen Concern and its Partners’ accountability systems

Support partners in strengthening their internal accountability mechanisms.

If/When non-existent, support the partners in developing FCRM, ensuring that programme participants are included in its design.

Provide trainings to Concern’s Partners whenever relevant on accountability principles and mechanisms.

Conduct regular spot checks on partners’ programme participants’ list and report findings to Concern’s CMT.

Develop analysis of findings on accountability spot checks and propose actions to Concern’s CMT

Others

Responsible for upholding and promoting Concern’s values, including our workplace equality, diversity and inclusion, and safeguarding values. Required to participate and contribute as necessary towards Concern’s emergency response as and when required.

Promotes the “Go Green” strategy of Concern Worldwide Liberia

Experience & Qualification:

This position demands a highly organised and dynamic individual with a demonstrated ability to achieve results in a demanding environment. Preference for a BA/BSc level degree in agriculture, sociology, development studies, social policy or a related subject, but consideration will be given to candidates with a related diploma degree and previous experience working at project level on MEAL.

At least 1-2 years of experience in Accountability of Programmes in NGO

Experience working in Liberia rural areas.

A strong understanding of Gender mainstreaming.

A background in project monitoring of Livelihood, WASH, Nutrition and Health programmes.

Experience of working with Local partners and other stakeholders.

Excellent written, communication and interpersonal skills in English, including reporting skills.

High Proficiency in using Microsoft office pack, and excellent skills in use of Excel, pivot table and data analysis.

Knowledge of Core Humanitarian Standards, Sphere and Core Humanitarian Standards (CHS).

Experience dealing with sensitive matters in a highly confidential, discrete manner and ability to uphold people’s safety in receiving and responding to complaints.

Ability to build and maintain trust among team members and project participants and able to maintain strict confidentiality. Previous experience in MEAL of humanitarian and development programmes and strong understanding of MEAL principles and processes, including reporting etc.

Strong facilitation and training skills with diverse audiences of NGO practitioners.

Demonstrable understanding and knowledge of inequality, rights related to development and emergency contexts, gender inequality, analysis and prevention and response to Gender Based Violence.

Ability to work both independently and as a team member. Strong organizational skills and ability to ask for support from other team members.
