Project: USAID Liberia Foundational Skills Activity (FSA)

Location: Monrovia, Liberia

Program Overview

The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.

 

Principal Duties and Responsibilities

The Accountant ensures that all financial transactions are in accordance with Chemonics financial policies and procedures. He/she ensures that all payments/disbursements, accounting and financial records are made in accordance with the Generally Accepted Accounting Principles and Chemonics policies and regulations and donor (USAID) rules and regulations. He/She must demonstrate the ability to use sound business judgment in assuring that all records to the financial system are accurate and necessary for the operations of Chemonics/LFSA project.

 

As Accountant for the Liberia Foundational Skills Activity, the employee is responsible for the following principal duties and responsibilities:

  • Assist in all aspects of field office project accounting and financial management.
  • Oversee the processing of all transactions according to standard accounting principles and Chemonics’ field office accounting procedures.
  • Prepare procurement transactions and payments, ensuring that all supporting documentation and approvals are accurate and in line with client and Chemonics policies, procedures, and regulations.
  • Oversee monthly reconciliation between field office accounting systems and bank statements; reconcile accounts payable, accounts receivable, bank accounts, and petty cash.
  • Ensure the maintenance of proper accounting documentation and facilitate provision of information and documentation during audits.
  • Support payroll processing each month and prepare salary receipt/payroll forms, withholdings, and employer contributions as required.
  • Liaise with income tax authority and remit employee withholdings on a monthly basis as required.
  • Prepare monthly wire transfer requests through a thorough analysis of projected project expenditures.
  • Support the Finance Specialist in managing progress against project financial budgeting and expenditures.
  • Reviewing expense reports, processing purchase request/orders and petty cash transactions replenishments.
  • Entering accounting transactions into the accounting software
  • Monitoring and clearing project receivables and payables
  • Any other task assigned by the supervisor

 

 

Qualifications

  • Bachelor’s degree in accounting, finance, business administration, or relevant field required.
  • Minimum 3 years of relevant work experience in accounting or project finance
  • Knowledge of USAID rules and regulations or experience working with donor funded programs preferred.
  • Ability to work independently, take initiative and ability to meet deadlines with attention to detail and quality.
  • Strong written and oral communication skills.
  • Proficiency with software such as Microsoft Office Suite applications and in accounting software. Knowledge of the ABACUS system is preferred.
  • Fluency in written and spoken English

 

Level of Effort and Location

This long-term position will be based out of Monrovia, Montserrado County, Liberia.

Supervision and Reporting

The Accountant will report to and be supervised by the LFSA Finance Specialist. The Accountant will supervise the Bookkeeper.
