Job Purpose:
The Liberia National Red Cross Society (LNRCS) is accepting applications from qualified Liberians for the position of an Accountant ensuring that the operations of the Liberia National Red Cross Society projects funded by partners in Liberia are correctly recorded and maintained in line with LNRCS administrative and financial procedures and general requirements on accounting as well as best accounting practices. He/she will work under the direct supervision of the Admin / Finance Manager and technical supervision of the Secretary General. The Account will be responsible for financial data computing and liaising with others project Accountant for consolidation of transactions. He/she will also take part in the budgeting process and ensure timely financial reporting that meets the various requirements of the Liberia National Red Cross Society and other partner’s standards.

Qualification and Experience:
Education | - Bachelor degree (Bsc +3 years’ experience) in Finance and accounting

Experience | - International NGO or UN system experience is an asset
- Knowledge of Europaid/Echo or international donor procedures

Job Duties and Responsibilities:
- Responsible for booking on a timely manner in quick books system, all LNRCS financial transactions incurred in the field and in HQ.
- Produce monthly and quarterly financial reports on project implementation in a timely and efficient manner and submit to the Admin / Finance Manager or Secretary General for approval.
- Ensure that monthly and quarterly statements of accounts including detailed information on the project cash flow balance and all other essential assets and liabilities must be indicated.
- Ensure that all the expenditures incurred are in line with approved budgets of the projects.
- Manage in the field, the funds and financial assets of the LNRCS office including cash flow, petty cash monitoring, cost control management, payments, and payrolls preparation.
- Ensure working advances for projects are issued and liquidated as per the work advance policy.
- Ensure that all transactions are correctly coded in terms of project and GL account and that there is sufficient fund balance in the budget line proposed.
- Ensure that all supporting documents submitted to finance are original and sufficient for every transaction.
- Ensure that every transaction is supported by a payment voucher approved as per the authorization matrix.
- Analyse the project fund balance at the end of every month indicating working advance outstanding, cash at hand, and cash in bank to be confirmed by an approved bank reconciliation.
- Manage all working advances issued from LNRCS headquarters into the field, based on cash request submitted and signed by the relevant authority i.e. National Society Development / NSD, Program Coordinator and the Secretary General
- In coordination with the Secretary General, work with the Human Resource Department in arranging contractual service agreement for the projects for submission to the Admin and Finance Manager for finalization at headquarters before taking effect in the field in a timely manner
- Prepare and submit a cash for each project to the Admin and Finance manager for review on a timely basis to ensure approval of the same as per the authorization matrix
- Prepare monthly budget versus actual (BvA) report and submit to the Admin and Finance manager for review, document feedback from the project team on variances before submission to Secretary General
- Under the Admin / Finance Manager supervision, ensure integrity of finance documentation and filing systems at LNRCS HQ.
- Ensure all local staff timesheets, overtime forms, and per diem forms are compliant with the HR policy and any adjustments to staff salary have been done accordingly.
- Ensure all procurements and contracting has been done in compliance with the procurement manual before preparing payment.
- Facilitate both institutional and project audits
- Promote and improve knowledge of the Principles and Mandate of the Red Cross
- Promote the visibility of the Red Cross, its emblems and its operations
- Perform other tasks as may be required by supervisors.
