MISSION/CORE PURPOSE
Accountant, Fixed Assets & Tax is part of Financial Operations within the Finance division of the Opco and would have oversight into Fixed Asset management, coordinate and report on all tax related activities for the Opco. The Accountant, Fixed Assets & Tax reports to the Manager, Financial Operations.
CORE RESPONSIBILITIES
Key Performance Area:

Strategy Development and Implementation

· Identification of decision points and present options to Financial Operations

· Manager to make informed decisions.

· Provide support in advising on tax impact of business transactions and strategy.

 

Staff Leadership and Management

· Promote a ‘MTN centric’ and ‘partnership approach’ to develop strong relationships with other working groups and ensure adherence to Group governance.

Governance

Strategic

· Focus on Strategy execution

· Delivery of an Ecosystem partner relationship management

Escalations

· Manage and resolve escalations that have impact on critical path of service delivery

· Escalate issues that will result in significant time, scope, employee/customer or cost impact if not resolved.

· Manage and provide solutions to issues that require formal resolution.

 

Opco Operational

· Set up and manage project status meetings and other operational meetings

· Reporting

· Respond to emails.

Opco tactical

· Focus on project delivery & implementation (unit/departmental/cross functional)

· Participation in business support activities (Knowledge Share Sessions etc.)

· Focus on Learning.

· Manage Capex budget

 

Reporting

· Prepare reports due to Group Management and stakeholders monthly in accordance with the metrics measurement set by the organization.

· Prepare reports on an ad-hoc basis on specific projects (as required by Financial Operations Manager and CFO)

Budgets

· Manage Capex and Tax budgets in line with business objectives.

· Manage project or initiative budgets in line with business objectives.

Operational Delivery

Fixed Assets Management

· Involves the preparation of annual Capital budgeting activities for the Opco

· Review CAPEX purchases orders, schedule of CAPEX analysis; reconcile capital commitment report with CPU Project Managers and ensure CAPEX Budget/commitment reconcile with actuals.

· Prepare Capex tracker and maintain the governance of all capital expenditures.

· Review, interpret and apply fixed assets policies to fixed asset transactions including purchase, valuation, revaluation, accruals and disposal.

· Ensure all new assets are properly tagged and set up in the fixed asset register for tracking purposes.

· Periodically reconcile and coordinate physical inventory of fixed assets to ensure proper location and existence of all fixed assets.

· Update and reconcile assets additions on fixed asset register and all related accounts in the department with ERP balances.

· Raise Journal to write-off assets from fixed assets register, for depreciation charges and other adjusting entries; and rectify identified errors.

· Liaise with Project Managers on the status of assets, perform tagging and bar coding of all new acquisitions and monitor all movements of assets in all sites in the assigned regions and its environs.

· Generate assets by processing the assets. Run depreciation and process journals for both right of use assets and asset retirement obligation.

· Ensure processing of disposed assets are remitted and recorded appropriately, in agreement with the set accounting standard.

· Implement/update all accounting adjustments on the fixed asset register, record disposals/movements in the register and ensure supporting documentation and records are sufficient to meet audit/regulatory needs.

· Assist in preparation of Board Papers Submission on NCA-PPE related matters.

Taxation

· Oversee tax function and ensure adherence to all related compliance requirements per local laws.

· Ensure accurate capturing of taxes and file for remittances as well as obtaining Tax receipts and Tax acknowledgement letters.

· Drive and guide the tax planning of direct and indirect taxation that will assist in commercial decision-making.

· Ensure compliance with respect to statutory requirements as applicable.

· Keep record of all tax transactions and related balance sheet activity for tax and audit purposes.

· Compute monthly and annual corporate tax and ensure proper provisioning as applicable.

· Prepare Tax schedules, Tax Risk Register, Total Economic Tax Contribution, Transfer Pricing and Group Tax Reports

· Filing tax returns and Remittance of all tax kinds like Corporate Income Tax (CIT), Employees WHT (PAYE), Goods & Services Tax (GST), Tax on Proceeds from disposal of fixed assets, WHT on resident and non-resident transactions etc.

· Assist in preparation of Board Papers Submission on tax related matters.

· Response to transactional tax queries and tax issues raised by departments within the business and from MTN Group.

· Reconciliation of tax-related general ledger accounts monthly.

· Coordinate tax aspect of Half year review, Hard close audit and Full year statutory audit.

· Assist the Financial Operations Manager and CFO with special projects on need basis.

 

Managerial/Supervisory Responsibilities

  • Serve as first line escalation point for CAPEX’s Capacity Planning Units
  • Assist in advising management regarding effects of Company business on taxes and strategies on optimizing shareholder’s position.
  • Coordinate the retention and preparation of tax records, tax returns and other required reports.
  • Tax Audits and Defense-Coordinate Tax audit for Liberia Revenue Authority

 

QUALIFICATION AND EXPERIENCE
Educations:

· Bachelor’s degree in accounting/finance

· Professional Qualification from a recognized Accounting or MBA or Postgraduate in Finance/Accounting is an advantage.

Experience:

· 3 – 7 years’ experience in an area of specialization; with experience working with others.

· Experience of working in a medium organization.

· Fixed asset accounting, fixed asset tracking, and general ledger experience is desirable.

· Experience in Tax management

· Fluent in English

· Contemporary Tax Legislation (Local & Global) Emerging Tax laws
