SCOPE OF WORK
LIBERIA REVENUE GENERATION FOR GOVERNANCE AND GROWTH
(RG3)
ACCOUNTING AND ADMINISTRATIVE SUPPORT OFFICER
PERIOD OF PERFORMANCE: LTTA
LOCATION: Monrovia, Liberia
REPORTS TO: Finance Manager
PROJECT BACKGROUND:
The Revenue Generation for Governance and Growth (RG3) project will build the
capacity of targeted Government of Liberia (GOL) institutions, particularly the
Ministry of Finance and Development Planning (MFDP) and the Liberia Revenue
Authority (LRA), to improve domestic revenue mobilization in Liberia. RG3 will
support MFDP to develop the capacity to formulate sound, predictable, and fair
revenue policies. It will also support the LRA to enhance its ability to effectively,
efficiently, and transparently implement those policies and carry out its revenue
collection mandate. Lastly, it will work with the GOL, private sector, and civil society
to strengthen consultation, education, and engagement on taxes and their benefits with
an aim to building tax morale, increasing voluntary compliance, and fostering greater
trust between taxpayers and the government.
Purpose:
The Accounting and Administrative Support Officer reports to the Finance Manager
and supports financial accounting and administrative activities under the RG3 project.
Responsibilities and Key Tasks:
 Main focal point for all administrative tasks required by the RG3 project
 Daily liaise with the Operations team to ensure logistical and other support to
the project team is provided as needed
 Process and record payments for payroll, invoices, advances and
reimbursements, and wire transfers in a timely and accurate manner
 Track and monitor leave balances and liability payments
 Compile backup documentation for all accounting transactions, ensuring
completeness and that the appropriate review and approvals are documented
 Ensure backup documentation is scanned and uploaded to relevant systems
according to set deadlines. Prepare and submit bi-monthly field expense
reports for review
 Review and monitor outstanding advances report by paying close attention to
advances that have not been settled after 30 days of issuance
 Monitor and submit travel advances, commitments, and grant reports as
applicable
 Initiate wire requests, routinely monitor bank account balances, and perform
monthly bank reconciliations

 Ensure non-billable expenses are thoroughly reviewed and kept to a
minimum
 Perform other duties as assigned by supervisor and Chief of Party
 Ensure that foreign taxes are paid, if required, that they are tracked, recorded,
and reported to USAID in accordance with ADS guidelines
Supervisory Responsibilities: Finance Manager
Qualifications:
 Bachelor’s degree in Accounting, Finance, Business Administration, or a
related field; preference is given to candidates with a Masters-level degree
 2+years of relevant experience and progressive responsibility in accounting,
finance and administration at the mid-level of an organization
 Previous experience on donor-funded programs preferred
 Ability to work and quickly adapt in a complex environment
 Proficiency using Microsoft Excel
 Experience in working with accounting software; specifically, working with
the Dynacom Accounting System or software is an advantage.
