LINC is preparing to respond to a new USAID funding opportunity, the five-year Liberia Data,
Evaluation, Learning, and Technical Assistance (DELTA) activity. DELTA will support
USAID/Liberia mission teams to allow agility and adaptability in the dynamic development
context in Liberia, produce data-driven analyses to inform activity design and implementation,
maintain a performance management system, and support data calls and reporting
requirements that demand rapid assimilation and synthesis of various data points.

Responsibilities: Provide adaptive management / Collaborate, Learn, Adapt (CLA) expertise to
DELTA, USAID, and other USAID projects. Develop and refine learning agendas. Identify and
establish processes, tools, and mechanisms for systematic learning and dissemination and to
ensure adaptive management is embedded into the activity. Facilitate learning events and
processes, including Pause and Reflect activities. Train other USAID projects in CLA.
Requirements: University degree in a relevant field. A minimum of 5 years’ experience
managing or providing CLA expertise to donor-funded projects. A minimum of five years’
experience training / facilitating large groups. Excellent planning, management, and
communication skills, and an ability to work in teams. Able to travel throughout Liberia, as
needed.
