In Liberia, IECD launched the project STRIVE in September 2020. The project focuses on three components:

• Developing Technical and Vocational Educational Trainings (TVET) and the national TVET system in partnership with the Ministry of Education and the Ministry of Youth and Sports. Increasing the employability of trainees to facilitate their professional integration.
• Supporting vegetable farmers in Bong County to improve economic opportunities.

For the past few months, IECD has been implementing new projects with the European Union and other European foundations. New tools are currently being developed, which will enable multi-donor tracking. As part of these changes, this position has been created to strengthen the support team.

You will work in the support department of the NGO IECD in Monrovia, managing 2 employees and reporting directly to the Country Director. A strong experience and mastery of accountability processes is required.

In addition to the skills necessary for the financial management position, the candidate must have experience in logistics management and human resources, in order to effectively fill in for the Country Director during their vacation or absence.

YOUR MISSION

• Accounting Management
• Ensure the proper maintenance of accounting records and the justification of accounts.
• Lead and supervise the accounting closure process.
• Control and ensure the proper completion of bank reconciliations.
• Ensure the correct physical and digital archiving of accounting documents.

Administrative and Financial Management

• Develop the annual budget for transversal expenses and monitor its execution.
• Support project managers in the development of budgets and budget updates.
• Prepare and lead financial reviews related to projects.
• Control the financial execution of the various project components. Manage cash flow.

Financial Accountability, Internal Control, and Compliance

• Produce financial reporting for the project’s financial partners.
• Prepare and ensure the smooth execution of project audits.
• Ensure compliance with IECD procedures and those of financial partners.
• Regularly evaluate practices to ensure their conformity with the procedural guide.
• Identify financial, legal, and other risks.

Additional Responsibilities:

• Deputizing for the Country Director: In the event of the Country Director’s vacation or absence, the candidate will be required to manage the administrative, logistical, and HR responsibilities associated with the smooth operation of the mission, in addition to their USual financial duties. This includes overseeing teams, supervising internal HR processes, and coordinating logistical operations.

Personnel Administrative Management

• Ensure the proper maintenance of administrative files and legal HR documents.
• Organize and monitor the payroll process.
• Implement and ensure the proper execution of internal HR procedures.

Management of General Services (Purchasing and Logistics)

• Ensure the proper management of the vehicle/fleet, generator, and IT equipment.
• Ensure that purchases are made in compliance with procurement rules.
• Ensure the proper management of various service providers and the monitoring of contracts.

Management of Finance, Administration, and Logistics Teams

• Supervise the administrative, accounting, and logistics teams.
• Support the professional development of each team member.
• Lead the team and ensure the adoption of IECD values.

Minimum qualification: Master’s degree in accounting, Finance, and Management Control. Experience: A minimum of 5 years of required experience in NGOs and as a Finance Manager. Compensation: Based on profile.
