The Energising Development Programme (EnDev, www.endev.info) improves the lives of the most vulnerable people by providing access to energy in Africa, Asia and Latin America, ensuring no one is left behind. EnDev is funded by Germany, the Netherlands, Norway, Switzerland, and the United Kingdom. EnDev has been active in Liberia since 2012. EnDev cooperates with government institutions, national and local non-governmental organization, donors and the private sector.

In Liberia, the programme’s interventions support the development of the off-grid solar and clean cooking sectors. To support market development, EnDev Liberia will implement results-based financing (RBF) pilots. RBF is a type of subsidy mechanism to provide financial support to companies based on the achievement of a specific target (e.g., providing energy access to a certain number of households).

For GIZ Project – Energising Development (GIZ/EnDev) Liberia we seek applications from suitable national candidates for

Position: Advisor Energising Development – Financing/Subsidies

Location: Monrovia

Contract Period: One year (with the possibility of an extension)

 

Purpose of the post

The Advisor is responsible for advising on and developing and implementing of RBF/subsidy interventions in close coordination with the Project Manager and relevant local and international stakeholders.

She/he reports to the Project Manager.

Key Job Responsibilities

  • Developing and implementing of the RBF/subsidy interventions jointly with the Project Manager, and coordinating the project approach with relevant local and international stakeholders and institutions
  • Coordinating and integrating of the RBF/subsidy interventions with EnDev’s core activities in Liberia
  • Supporting and capacitating the government, private sector stakeholders, and financing institutions on the implementation of joint interventions
  • Identifying and networking with relevant government, private and civil society actors
  • Designing, preparing and implementing activities, workshops and trainings for private, public and civil society stakeholders
  • Innovation and knowledge management within EnDev Liberia as well as with headquarters (Germany)
  • Ensuring the use of gender-sensitive approaches in implementation processes and activities;
  • Supporting other activities and interventions of EnDev Liberia as required
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to GIZ and/or other donors.

 

Required qualifications, competences and experience

 

Qualifications

  • Master’s degree in economics, development policy, business or equivalent

 

Professional experience

  • At least 4 years’ professional experience in a comparable position
  • At least 2 years professional experience with donor funded projects will be considered as an advantage
  • Practical experience and knowledge of results-based financing and/or similar subsidy/financing approaches
  • Practical experience and knowledge of energy access and private sector development
  • Good network and knowledge about important stakeholders in the energy sector in Liberia
  • Working experience in international organizations

Other knowledge, additional competences

  • Good working knowledge of MS Office application (Word, Excel, Outlook, Teams), email and internet
  • Strong written and verbal communication skills in English, knowledge of German will be considered as an advantage
