Who we are?

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise offering workable, sustainable and effective solutions in political, economic and social change processes.

Most of our work is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). However, GIZ also operates on behalf of other German ministries and public and private bodies in Germany and abroad.

GIZ operates throughout Germany and in more than 130 countries worldwide. We have about 17,000 staff members around the globe, some 70% of whom are employed locally as national personnel.

GIZ was active in Liberia from 1974 until the outbreak of civil war in 1989. In 2010, GIZ reopened a regional office for Sierra Leone and Liberia in Monrovia, and is supporting sustainable economic development through various projects.

The Public Private Partnership (PPP) fund is a technical cooperation project of the German Development Cooperation which aims to enhance the employment situation, to support the creation of decent jobs, increase incomes and improve working conditions in cooperation with private partners in Liberia, Guinea and Sierra Leone. To achieve these goals the PPP Fund will implement development partnerships with the private sector. Private-sector companies can be key drivers for competitiveness, and they can play an important role, enabling the population to take up employment and generate income.

Thus, the fund aims to foster partnerships with private companies in different sectors, such as mining, resource and agricultural sectors while simultaneously addressing vocational training needs thereby creating employment possibilities. In order to enhance reform capacities in the partner countries, inclusion of government institutions in selected PPP is part of the approach.

Position: Advisor

Location: Liberia, With in-country travel

Contract Period: One year with possible extension

Responsibilities

The Advisor is responsible for:

  • Managing the Liberia component of the PPP Fund accordingly to its goals and activities agreed with the partners and the superior of the project;
  • The successful initiation and implementation of selected PPP projects in Liberia that create employment and income for the target group;
  • Ensuring that PPPs are well coordinated and in line with Government priorities;
  • Monitoring and evaluation of the implemented partnerships with focus on its impacts;
  • Coordinating and supporting project progress and reporting to the supervisor of the project.
  1. Tasks
  1. Management responsibility

The advisor

  • Is responsible for the orders and measures in the project implementation as described in the project description that are assigned to him/her;
  • Supports project financial management, according to GIZ procedures (P+R);
  • Is responsible for regular monitoring and reporting;
  • Makes sure an appropriate steering structure for each partnership as well as for the overall project is in place.
  1. Professional advisory services

The advisor

  • Identifies and screens possible partner companies, e.g. in the mining or agricultural sector;
  • Creates an overview of possible partner companies and reach out to those partners to identify needs and to select suitable private-sector partners in Liberia;
  • Creating an overview of possible public-private co-operations, reach out, screen and select suitable private-sector partners in Liberia;
  • Based on an analysis of the private-sector partners, design and plan projects in close consultation with those partners (project concept, financial and operational planning);
  • Support and advise the cooperation companies to foster decent employment, increase income and improve working conditions for the local population;
  • Foster contacts with educational institutions;
  • Providing professional advice to cooperation companies and other important stakeholders;
  • Based on the prior analysis of the private-sector partners, design and plan projects in close consultation with those partners (project concept, financial and operational planning);
  • Identifies needs for external support and advice, work on policy recommendations and develops a strategic approach;
  • Formulates terms of reference and supervises third parties in the course of carrying out project activities;
  • Monitors the development and implementation of project plans and activities in close consultation with counterparts and the project head;
  • Designs, prepares and implements workshops, seminars and other events on issues related to the project’s area of activity;
  • Monitors project progress and the activities of the project, review reports and documents on the progress of the partnerships, identify bottlenecks and recommends alternative management options to the programme manager.
  1. Networking and cooperation

The advisor

  • Fosters and ensures cooperation, regular contact and dialogue with partners companies;
  • Ensures that PPPs are well coordinated with government and local authorities and in line with Government priorities;
  • Cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships;
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project;
  • Supports the Head of the PPP Fund in PR work and knowledge management and facilitates learning of partner institutions;
  • Travels in the region, in accordance with project requirements.

 

  1. Knowledge management

The advisor

  • Compiles information on PPP Fund and ensures knowledge transfer to relevant stakeholders in close cooperation with the project manager;
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
  • Draws up reports and presentation documents;
  • Formulates appropriate input for various project reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office;
  • Assists with research activities and studies on political issues which benefit joint programmes.
  1. Management and coordination tasks

The advisor

  • Is responsible for project planning and develops project concepts and strategies, ensures implementation together with the project head and the partners;
  • Uses GIZ’s Tools (Capacity WORKS) for the project implementation;
  • Coordinates and prioritises relevant project activities at local level in cooperation with the partners, both as regards the organisational preparation and implementation of the activities;
  • Manages and monitors the Liberia component budget in consultation with the Head of Programme;
  • Compiles the relevant information for joint activities and assignments.

Qualifications

  • University degree in Economics, Finance, or equivalent working experience in related field;
  • Master degree, will be considered as an advantage.

Professional experience

  • At least 6 years working experience in Private Sector, Project Management, or UN agencies or Non-governmental organizations or companies;
  • Experience with evaluation of business plans for investment projects;
  • Experience with Public-Private Partnership would be considered as an asset.

Other knowledge, additional competences

  • Experience Proven ability to develop highly professional conceptual briefs, strategic documents and financial analyses as evidenced by portfolio of previous works as evidenced by portfolio of previous works;
  • A demonstrated ability to work congenially and productively with a large diverse consultant team, counterparts, and other project stakeholders;
  • Advanced command of MS Office package.
