Agriculture Project Manager
The Institut Européen de Coopération et de Développement (IECD) is an
international solidarity organisation founded in 1988. IECD implements economic
and human development projects in partnership with local institutions, enabling
young people and vulnerable populations to access decent and sustainable
employment. With over 35 years of experience in education, employment and
entrepreneurship, IECD operates in 18 countries across four geographic zones
(Middle East, North Africa, Sub-Saharan Africa / Madagascar, and South-East Asia).
IECD has been present in Liberia since 2020. It initially implemented a pilot agricultural project in Bong
County, training over 270 farmers in improved gardening techniques and agroecological practices and
establishing an experimental station in partnership with a public institution.
Since mid-2025, and for a period of 3.5 years, this project has scaled up: IECD now provides technical
assistance to the Ministry of Agriculture (MoA) to conduct experiments on new crops and practices,
train more extension workers, and extend impact to other counties. This work strengthens IECD’s
contribution to the country’s agricultural development, creates linkages between sector stakeholders, and
requires strong leadership on agricultural topics alongside capacity-building support for dedicated
internal resources.
YOUR MISSION
Working closely with the Country Director of the IECD Liberia delegation, the Agriculture Project
Manager coordinates all activities under the technical assistance project with the MoA. The post-holder
becomes the primary operational counterpart of the Project Implementation Unit (PIU) of the project,
attached to the MoA, and supports the team in delivering the activities for which IECD holds
responsibility or co-responsibility.
Beyond the main agricultural project, the Agriculture Project Manager works in close proximity with
other sector stakeholders across research and development and training, with the goal of maximizing
IECD’s impact for farmers across the country.
The post-holder leads a team of approximately five people currently based in Gbarnga: three technical
assistants, a logistics assistant/driver, and an administrative assistant. Within the project framework, the
team will be reinforced as needed and deployed across the project’s counties of intervention. The
Agriculture Project Manager also collaborates closely with IECD’s headquarters teams and the Liberia
delegation, particularly with the agricultural training officer.

o Develop or adapt Top Prod’ training tools for the deployment of new agroecological
practices, in line with MoA expectations
o Align the experimentation program with training tools to strengthen complementary technical
inputs
o Develop a training tool for conducting agricultural production feasibility studies from a
business plan
o Lead technical and economic skills transfer to MoA technicians
o Co-facilitate technical and economic skills transfer to producer groups
4b. Support to the emergence of an ecological inputs production sector:
o Develop a Top Prod’ training tool on the production of ecological agricultural inputs
o Adjust the experimentation programme accordingly
o Develop a training tool for ecological input production feasibility studies from a business plan
o Lead technical and economic skills transfer to MoA technicians
o Co-facilitate technical and economic skills transfer to agro-entrepreneurs
o Facilitate a competitive selection process for the best ecological inputs production business

CONDITIONS OF THE MISSION

Duration: 12 months (renewable, based on funding)
Location: Gbarnga, Bong County, Liberia with frequent field visits to project sites/counties
