Job Title : AIM Regional Monitors

Tenure : 1 year and possibility of extension depending on performance Salary : Negotiable

Reports to : Monitoring & Evaluation Manager

Duty Stations: Monrovia, Montserrado County & Gbarnga, Bong County

Job Summary

The incumbents shall represent BRAC Liberia in Monitoring & Evaluation Unit within the AIM program regions and other relevant forums in program regions, Areas, and Branches, conduct needs assessment and training for regional capacity development, and prepare high-quality evidence-based communications and reports for various aspects of the AIM program. The Regional M&E Officers will coordinate the routine data collection process, verification of the M&E MIS, and the quarterly monitoring of program deliverables. The incumbents will oversee the data analysis of program data and generate findings and recommendations to inform decision

making for the AIM project, and others as needed.

Key Duties

The AIM Regional Monitoring and Evaluation Officers will be responsible to; Develop data collection tool for program-related activities;

Conduct monthly MIS and data verification and KPI assessment;

Develop quarterly monitoring reports and monthly program updates;

Provide technical support to the program in developing project log frame, result framework, theory of change, and other program activities;

Conduct data quality assessments (DQAs) and compliance monitoring visits to program

branches and areas;

Attend meetings, trainings, or workshops as required by the program;

Perform other duties as assigned by Supervisor or Program Manager;

Oversee, coordinate, and implement the Monitoring, Evaluation, and Learning activities for the AIM (multiple programs in Liberia), ensuring implementations of all programs and projects align with the objectives and implementation plan;

Develop and implemented MEL strategies and framework as well as managing the program database (data collection and entry, analysis, and data quality assessment); Responsible for preparing quarterly monitoring reports for the multiple programs (AIM) and reporting to M&E Manager.

Conduct training for project staff on M&E Plans, data collection tools, and M&E fundamentals (qualitative and quantitative data analysis) on topics such as data collection, data management, data analysis, and data quality, to enable program staff to understand program targets and deliverables and the precise data needed for result measurement.

Coordinate mobile data collections using the Kobo toolbox and other data management tools/software during site monitoring and research activities.

Knowledge, Skills & Competencies:

  • Excellent conceptual and analytical skills with regard to monitoring and evaluation; ● Experience of implementing monitoring policies and practices
  • Ability to build trust among stakeholders to report identified discrepancies/gaps in implementation and generate recommendations to improve project activity implementation ● Ability to maintain the highest level of confidentiality and sensitivity among program participants

Mobile Data Collection: applicants have excellent knowledge of digital data collection tools, and have knowledge/skills in mobile data collection software such as Kobocollect/Kobo toolbox or other data management platforms. Have skill in developing data collection forms/questionnaires for program monitoring and assessment;

Report writing and communication: Applicants should have strong written and verbal communication skills, including excellent command of report writing and success stories. Data Management: applicants should demonstrate skills in analyzing qualitative and quantitative data to draw recommendations to inform program design and implementation and also demonstrate skills in data management in Excel. Candidate should have knowledge and experience in data management such as data collection, data entry, analysis, Data Quality Assessment, and data interpretation.

Presentation/training skills: applicants should demonstrate experience and skills in developing presentation in MS PowerPoint, preparing training materials as well as skill in training others staffs and partners. Candidate should have skill in operating MS Excel, MS word, MS PowerPoint.

Ability to work strategically and practically with multiple stakeholders Strong facilitation and presentation skills

Experience of designing and delivering training and capable of delivering messages appropriately to a variety of audiences

Experience Requirements:

At least 3-5 year experience working in a similar field with non-governmental/humanitarian organizations and have experience working hard to reach remote regions.

Education:

Interested candidate should a university graduate; at least a Bachelor’s Degree in Sociology, Mathematics, Monitoring and Evaluation, Business Administration Gender and Women’s Studies, Development Studies, International Development, Anthropology, Economics, or any relevant discipline.
