- Context :
Liberia’s private sector holds significant potential for driving economic growth, decent job creation, and poverty reduction. However, this potential remains untapped due to structural weaknesses in economic governance, a challenging business environment, and an unfavourable investment climate. These systemic constraints, combined with underdeveloped value chains in the cassava, fisheries, and wood sector, limit opportunities for inclusive and sustainable economic transformation.
At the same time, these issues present clear entry points for targeted interventions under this Action, aiming to improve economic conditions, strengthen key value chains, and support private sector growth and create the business environment and investment climate in which they can flourish.
- Objectives
The Overall Objective is to contribute to increase the competitiveness, inclusivity and environmental sustainability of Cassava, Fisheries and aquaculture and wood processing value chains for enhanced decent job creation, economic growth, and competitiveness of Liberian MSMEs. The Action is aimed at addressing structural barriers to decent work opportunities for all Liberians, including Persons with Disabilities (PWDs), thereby facilitating their active involvement and contribution to Liberia’s labour market.
The Specific Objective (outcome) aims to ensure that MSMEs, with a focus on enterprises owned by women, youth and persons with disabilities, within the three targeted value chains increase their productivity and production quality so they can offer decent and inclusive job conditions while committing to environmental sustainability standards.
The Action will focus on the two main areas of intervention and the related challenges: private sector development and value chain development (Cassava, Aquaculture and Wood processing).
Three components for the implementation of the Action have been defined as follows:
- Component 1: Improved regulatory frameworks, including a high-level policy dialogue platform, and Institutional Capacity Development for a more conducive business and investment climate in line with sustainable and inclusive international standards.
- Component 2: Improved skills of MSMEs within the three target value chains, with particular emphasis on enterprises owned by women, youth and persons with disabilities.
- Component 3: Enhanced capacity of national stakeholders for creating employment and improved access to decent work opportunities for all, including marginalised groups (youth, women and persons with disabilities) for better skills, livelihoods and workplace accountability in line with International Labour Standards.
The Action is financed by the European Union and will be co-implemented by Expertise France and the International Labour Organisation (ILO).
One of the core value chains implemented directly by Expertise France is the Aquaculture Value Chain. The overall objective is to enhance sustainable fish farming production and market readiness by empowering Private sector actors, MSMEs, and marginalized groups, including women, youth, and persons with disabilities (PWDs).
To achieve this objective, project activities will include following:
Technical and entrepreneurial capacity building, including trainings, workshops, field demonstrations, exchange visits, fairs, and exposure visits for aquaculture entrepreneurs. These activities will emphasize sustainable production practices, improved husbandry techniques, value addition and processing methods, compliance with food safety and quality standards.
- Monitoring, evaluation, and standardization of aquaculture-related activities, to ensure integration of cross – cutting themes such as gender inclusion, youth engagement, environmental sustainability, and climate resilience across the intervention areas.
- Grant Management: Facilitate the identification and monitoring of matching grants and seed funding.
- Value chain development through the delivery of business and entrepreneurship trainings at all stages of the value chain, including SMEs, and other aquaculture-related enterprises.
- Supporting the implementation and scaling of innovations, through the coordination of pilots and demonstration facilities, and business models developed through strategic partnerships, research collaborations, and private-sector synergies.
- Documentation and dissemination of indigenous knowledge, new and locally relevant and adopted technologies, learnings, innovations, and best practices.
- Mainstreaming gender, youth, and inclusion strategies within the sub sector.
Description of the mission:
Under the overall supervision of the Head of Component for Aquaculture, the Aquaculture County facilitators will support the implementation of project activities at field level. The Facilitator will contribute to the delivery of aquaculture interventions, working closely with local farmers, stakeholders, and technical teams to ensure effective and timely implementation. The Facilitator will assist in strengthening market competitiveness through capacity-building activities, support to matching grant monitoring, and facilitation of linkages among institutions, business actors, and community stakeholders, in line with project objectives.
The list of duties below is indicative and may be supplemented by additional tasks as required.
- Awareness raising and Identification of MSME’s
- Support the development of sensitisation campaigns building business mindset.
- Lead due diligence processes prior to the selection of MSMEs.
- Conduct regular follow-ups and provide coaching to MSMEs to support their growth and performance.
- Technical and Programme Implementation
- Support the planning, coordination, and implementation of aquaculture activities at county and community levels.
- Organizing and delivering training sessions for fish farmers, cooperatives, and local stakeholders.
- Contribute to the development and adaptation of training materials on production, business skills, and cross-cutting themes.
- Provide day-to-day follow-up and basic technical support to beneficiaries and field-based aquaculture activities.
- Assist in promoting improved and sustainable aquaculture practices among target groups.
- Policy advice and stakeholder coordination
- Support coordination with local government authorities, community leaders, and relevant stakeholders at county level.
- Assist in organizing and facilitating meetings, workshops, and multi-stakeholder platforms related to aquaculture value chains.
- Contribute to building and maintaining partnerships with local institutions, private sector actors, and community-based organizations.
- Monitoring, Quality Assurance, and Learning
- Report the regular field activities, and ensure compliance with project plans and technical standards.
- Assist in data collection, entry, and reporting for project monitoring and evaluation purposes.
- Contribute to tracking progress indicators and documenting field results.
- Support the integration of cross-cutting issues such as gender, youth inclusion, environmental sustainability, and climate resilience in field activities.
Document lessons learned, success stories, and good practices from field implementation.
- Business Development, Market Systems, and Partnerships
- Facilitate linkages between producers, input suppliers, buyers, and other key market actors.
- Support the implementation of grant-related activities, including follow-up with beneficiaries and basic compliance monitoring.
- Assist farmers with all grant preparatory processes and lead background checks to verify eligibility.
- Conduct regular monitoring of grant-related activities and provide guidance in line with project goals and objectives.
- Strategic Alignment of the project
- Ensure alignment between field-level activities and overall project strategies.
- Demonstrate a strong understanding of national strategies and how project interventions contribute to broader national development goals.
- Required qualifications and competences:
Professional experience & qualifications:
- A Bachelor’s degree or Diploma in Aquaculture, Fisheries, Agribusiness, Agriculture, or a related field.
- At least 3-5 years of relevant professional experience in aquaculture, agriculture, or value chain development projects.
- Experience working with development projects or donor-funded programmes is an asset.
- Practical experience in training and supporting farmers, farmer groups, cooperatives, or MSMEs.
- Demonstrated experience in field-level implementation, including working directly with communities and beneficiaries.
- Basic experience in facilitating group trainings, coaching, or extension services.
- Experience in data collection, activity monitoring, and reporting at field level.
- Familiarity with climate-smart, environmentally sustainable, and inclusive aquaculture practices is desirable.
- Good knowledge of key institutions in Liberia relevant to the sector (e.g., NaFAA, CARI, MoA, MOCI) is an advantage.

- Valid motorbike driving licence (required);
- Willingness and ability to travel frequently to field locations;

- Strong practical and problem-solving skills;
- Hands on field experience in Liberia is compulsory.
