Job Title-Grade: Assistant Commissioner, Taxpayer Services – E1
DepartmentDivisionSection:

Reports to: Deputy Commissioner General, Technical Affairs
Supervises: Manager, Supervisor, Senior Officers, and Other Staff.
Overall
Objective:
To contribute to the provision of Taxpayers Services to the LRA
and general public.
Main
Responsibilities
:
1. Responsible for developing policy and operational
direction for the Division.
2. Responsible for managing and overseeing the operations
of the TS Division.
3. Responsible for the professional and career development
of staff supervised
Main Tasks: R1: Responsible for developing policy and operational
direction for the Division.
1. Designing and executing strategies and operational plans
that support the realization of the annual TPD operational
plan.
2. Developing and ensuring the execution Taxpayer Services
Division strategic plan in line with plans of the LRA.
3. Developing and ensuring the execution Taxpayer Services
Division plan in line with plans of the LRA.
4. Developing, refining and ensuring the execution of standard
operating procedures that support the division’s operational
plan, in line with internationally accepted best practices.
5. Costing operational plans including training, staffing, capital
equipment, supplies, accommodation.
R2: Responsible for managing and overseeing the operations
of the Division.
1. Creating, communicating, and implementing the division’s
vision, mission and overall direction.
2. Leading, guiding, directing and evaluating the work of
managers and supervisors.
3. Adjusting the operational plan after budget in approved in
consultation with the DCGTA.
4. Participate in forecasting the financial and human resources
required to implement envisaged
a. Programs and projects.
5. Perform other duties as may be required, in line of duty.
R3. Responsible for the professional and career development of
staff supervised
1. Develop performance plans with set targets, provide regular
feedback and conduct annual performance appraisals on
staff supervised.
2. Develop and implement career development plan for staff
supervised.
3. Ensure adherence to LRA Act, Human Resource policies
and procedures, Professional Ethics and Code of Conduct
and all other related documents.
4. Manage staff performance and conduct in the work place and
serve as mentor and or coach.
