more than 60 countries, all 50 U.S. states and all U.S. territories. We are currently seeking qualified
candidates for the position of Associate Director for Finance and Operations, EpiC Project.
Targets and Maintaining Epidemic Control (EpiC) project in Tanzania. EpiC is a five-year global project
funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for
International Development (USAID). In Liberia, the project provides technical assistance (TA) and direct
service delivery to break through barriers to 95-95-95 and promote self-reliant management of national
HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL)
suppression among key and vulnerable populations.
Reporting to the Project Director, the Associate Director for Finance and Operations will provide
leadership, managerial and technical direction and hands-on support to the project for finance,
administration and grants management aspects. S/he will ensure supervision and consistent high
performance of EpiC finance, grants and administration team as well as close collaboration with FHI 360
Liberia platform team in charge of finance management and with EpiC Headquarters team.
KEY RESPONSIBILITIES
Management and Coordination
• Support the Project Director to ensure that the overall goals and objectives of the project are met,
all deliverables are provided, stakeholders are engaged, all project staff are appropriately managed
and supported, and results are achieved.
• Support the Project Director to ensure that managerial, administrative, and financial procedures
comply with FHI 360 and USAID policies, and that all EpiC staff and partners are effectively advised
and supported to understand and apply these policies in their work;
• Participate in management decisions, as needed and as identified by the Project Director
• Liaise directly with FHI 360 headquarters departments and staff responsible for finance and
program coordination.
• Contribute to the development of high-quality work plans, quarterly and annual reports, financial
reports, and any other reports required by USAID;
• Supervise finance, grants and administration staff within EpiC project, including coaching,
mentoring and performance evaluations
• Direct human resources activities including recruitment, compensation, career development for
EpiC project staff; Coordinate human resources aspects with FHI 360 Liberia office.
• Coordinate closely with FHI 360 Liberia Platform team on Project financial reporting and operations
aspects.
• Supervises workflow of finance and operations project team to ensure quality deliverables and
adherence to deadlines;
Finance and Grants Management
• Lead the development and/or management of the budgets for EPIC project workplan and provide
substantial guidance and other appropriate assistance to the program team to enable them to
manage their own program budgets effectively;
• Conduct regular and effective monitoring of EpiC overall budget and specific activity budgets and
grantee budgets including overseeing the review of local cost sheets, preparation of pipelines for
locally generated expenses, and use of budget and financial tracking information for effective
program management, planning and decision-making.
• Build organizational capacity and support improved organizational performance of grantees.
• Coordinate development of new subgrants and subgrants modifications for approval by FHI 360 HQ
contract team and USAID.
• Oversee grants management including review and approval of advance requests, spending
reconciliation and updated pipelines;
• Ensure oversight on development and implementation of monitoring plans for each grantee;
ensure compliance with USAID and FHI 360 subgrants rules and regulations.
Procurement, Administration and Logistics
• Direct all project procurement activities including equipment, supplies and consulting agreements
in compliance with USAID and FHI 360 rules and regulations;
• Prepare procurement packages for review and approval by FHI 360 HQ as needed;
• Monitors deliverables of consultants and vendors, and ensure timely payments
• Reviews all purchase orders for supply of stationary, equipment, fixed assets, cleaning and
maintenance.
• Ensure that administrative management, policies and procedures for the Project are consistent
with those of FHI360.
• Oversee the rational management of project resources (human, financial, and material).
• Direct all project travel, vehicle management, and logistics
• Direct all project IT activities including application selection, implementation and support as well as
network management and IT operation services.
EXPERIENCE AND EDUCATION
– Bachelor’s degree or its international equivalence
– Minimum of 8+ years finance management and operations experience
– Experience managing subgrants highly preferred
– Prior work in a non-governmental organization (NGO)
– Prior experience working on USG funded activities required; Knowledge of USAID rules and
regulations highly preferred.
– Articulate, professional and able to communicate in a clear, positive manner with clients and
staff.
– Must be able to read, write and speak fluent English; fluent in host country language
– Team supervision experience
The position will be based in FHI 360’s office in Monrovia.
Suitably qualified candidates openly living with HIV and/or who are representative of the key
