Program Overview

The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.

Principal Duties and Responsibilities

As the Bong County Education Specialist for the Liberia Foundational Skills Activity, the employee is responsible for the following principal duties and responsibilities in the Bong County office:

  • Provide insights and guidance to inform LFSA programming, strategy, activity design within the county, with a focus on increased student enrollment and retention, accelerated learning, teaching and learning material (TLM) development and distribution, and teacher professional development.
  • Lead and/or support regular technical meetings with LFSA and partners within the county, ensuring active and ongoing communication related to ongoing and planned activities
  • Monitor program activities, including trainings, survey/assessments, financial capacity improvement programs, school safety activities, and all other activities within LFSA’s scope to verify attendance and ensure implementation in line with activity standards.
  • Maintain strong understanding of knowledge and capacity among partner staff, school staff, district and county education staff, and other relevant stakeholders to identify gaps in knowledge or emerging needs, as well as to inform training design and content.
  • Support the development, delivery, and facilitation of training activities for district education officers, principals, vice principals, parent teacher associations (PTAs), grantees, and other relevant stakeholders.
  • Support the process of designing, preparing, and executing the procurement of evidence-based, contextually relevant, and inclusive TLMs and other reading materials through the last mile in the respective county, in close coordination with other LFSA staff, short-term technical assistants (STTA), the Ministry of Education, and other key actors.
  • Work with Chemonics’ international TLM supply chain specialists and other local experts to help the Ministry of Education design and implement an improved TLM supply chain system to support foundational literacy in Grades 1-6 and accelerated learning programs. Support LFSA efforts to strengthen system actor capacity to plan and manage TLM procurement and distribution
  • Provide ongoing technical support to the government and civil society in the respective county
  • Support LFSA’s efforts to increase parental and community engagement.
  • Coordinate with the Monitoring, Evaluation, Research, and Learning (MERL) team on MERL related to LFSA Result 3, including collaborating, learning, and adapting activities
  • Stay abreast of emerging trends and innovations in the education sector to identify opportunities that can enhance LFSA
  • Ensure child protection and safeguarding standards, and report any violations using LFSA’s reporting channels
  • Prepare reports and analysis routine and ad hoc as required by the work plan and project needs.
  • Other tasks as assigned

Location of Assignment

This long-term position will be based out of Bong County, Liberia.

Supervision and Reporting

The Bong County Education Specialist will report to the County Program Manager or his/her designee.

Job Qualifications

  • Bachelor’s degree in education or other related discipline.
  • Minimum of 3 years of experience working with donor funded programs in Liberia, preferably in the education sector.
  • Demonstrated experience working with pre-primary education, early grade reading, accelerated learning, book supply chain and/or book development, teacher training, social and emotional learning, gender equity and social inclusion, and/or community engagement.
  • Knowledge of participatory track and trace book distribution systems desired
  • Demonstrated leadership, versatility, and integrity.
  • Proficiency with software such as Microsoft Office Suite.
  • Strong interpersonal, written, and oral communication skills.
  • Fluency in written and spoken English.
