BUSINESS ANALYST
(Short Term Consultant – up to 150 days)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The International Finance Corporation (IFC), a member of the World Bank Group (WBG), is the largest
global development institution focused on developing countries’ private sector. IFC commits to financing
private-sector businesses in emerging markets, mobilizing capital in the international financial markets,
helping clients improve social and environmental sustainability, and providing advisory services to
businesses and governments.
IFC launched the Liberia Private Sector Development Program (IFC #603803), a technical assistance
(TA)-advisory services project administered by IFC’s Creating Markets Advisory (CMA) department. One
key objective of the Project is to address policy and sector level binding constraints to the private sector
by providing TA (Technical Assistance) to Liberia (GoL) to promote investment-climate (IC) reforms,
including assisting the GoL to re-establish a Public-Private Dialogue Platform.
CONTEXT OF THE ASSIGNMENT
The Creating Markets Advisory department of IFC is re-starting its support for the Liberia Better Business
Forum (LBBF). The LBBF is a structured dialogue platform between the Government and the private sector
seeking to improve Liberia’s business environment. The team is recruiting a Short-Term Consultant (STC)
to serve as the Business Analyst. The Business Analyst will assist the Coordinator and be responsible for
economic and policy analysis of potential reforms and other technical support to the LBBF stakeholders –
Government, private sector, and donor partners.
ROLE AND RESPONSIBILITIES
• Provide business, economic, and analytical support for all LBBF’s engagement on reform issues.
• Provide analytical support, including commercial and economic impact assessment and regional
benchmarking, to Working Groups and the Governing Board to aid their deliberation of issues and
reform options.
• Deputize for Coordinator in leading Working Group meetings and making presentations.
• Research and draft issue and policy notes for areas highliglighted by Working Groups.
• Provide sector scans of the business environment and regularly engage with the private sector in
Liberia about issues and constraints to doing business.
• Responsible for manageing Action Plans and tracking results against planned activities
• Help build the analytical capacity of private sector participants on economic and policy analysis.
• Work closely with Communication Specialist and participate in the organization and execution of
communications program.
• With other team members draft articles, deliver presentations and speeches on reform approaches
and institutional change in each of the program areas.
• Collect information about international trends in business enabling environment reform as well as
about reform initiatives in Liberia.
Selection Criteria
▪ Bachelor’s degree in economics, business, public policy or related field.
▪ Demonstrable analytical and research skills in addressing business environment constraints, including
regional benchmarking and the carrying out of evidence-based techniques in the assessment of reform
options.
▪ Knowledge of key determinants of the business environment and private sector development in Liberia.
▪ At least 5 years of relevant economic, legal, business, or advisory experience relevant to private sector
development.
▪ Strong communications and advocacy skills – able to interface effectively with public and private sector
leaders.
▪ Excellent writing skills
▪ Work with the external consultant and Communication Specialist to draft articles, papers, etc. for use
by various audiences.
▪ Strong data collection and analytical abilities.
▪ Ability to build the analytical capacity of other institutions.
▪ Fluency in English.
The position is based in Monrovia, Liberia, and may requires occasional international travel. IFC offers a
