Subject: Final Project Evaluation
Project title: Coordinated Action on Disability in Liberia CAD-L. Persons with disabilities act as
advocates and agents of change for an equitable and inclusive Liberia.
Project Duration:

4 years (1 September 2021 – 31 August 2025).
Project Location: Montserrado, Bong, Nimba, Lofa, and Bomi Counties. Liberia.

Are you an experienced evaluator or firm with expertise in impact assessments? AIFO
Liberia is seeking an external evaluator to conduct Final Evaluation of our Coordinated
Action on Disability in Liberia (CAD-L) Project.
The details of the call:
Objective of the Evaluation:
The final external evaluation of the CAD-L Project aims to assess the project’s overall impact,
effectiveness, efficiency, sustainability, and relevance. The evaluation should provide both qualitative
and quantitative data to ensure a comprehensive understanding of project outcomes and lessons
learned, as well as assessing the partnership and collaboration between the different stakeholders, the
involvement of the beneficiaries and the application of the envisaged methodologies.
Methodology and modalities of the evaluation:
The evaluation system will be based on the principles of Aid Effectiveness, Result Based
Management, in line with the 6 criteria ‘DAC/OECD Relevance, Coherence, Efficiency,
Effectiveness Sustainability and Impact’. The Project aims to promote various levels of change. The
evaluator should therefore focus on various aspects in line with the theory of change promoted by the
project.
The evaluator will have to provide a methodological proposal at the tender submission stage that
includes the methodology and timeline. A Theory of Change approach will be favored.
The work consists of a part of documentary study of project documents, progress reports and reports,
and a part of interviews, field visits, focus groups, meetings with target groups, partners, stakeholders,
and project staff.

Scope of Work:
The external evaluator will:
• Conduct a thorough review of project documents, including reports, policies, and strategies
implemented during the 4-year period;

• Assess the project’s achievements against its stated objectives and expected outcomes;
• Evaluate the chosen indicators, their relevance, collection methodologies and availability;
• Evaluate the partnership relations and the participative mechanisms of management;
• Evaluate the level of involvement and participation of stakeholders in the project;
• Measurement of the optimization of the use of resources (human, physical, financial and time) to
achieve the concrete results (goods and services, outputs) of the project
• Evaluation of internal monitoring mechanisms
• Identify best practices
• Evaluate the sustainability and long-term impact of the project.
• Recommend future actions
Field Visits
The evaluator will travel to the five counties where the CAD-L Project has been implemented to
assess the impact at the community level. The counties include:
• Montserrado
• Bong
• Nimba
• Lofa
• Bomi
During these visits, the evaluator will engage with stakeholders, including beneficiaries, local
authorities, and project partners to collect firsthand data on project performance and community
impact.
Deliverables
• An inception report detailing the evaluation plan, methodology and data collection tools;
• A draft report with preliminary findings and recommendations;
• A final comprehensive evaluation report including qualitative and quantitative data, key findings,
lessons learned, and actionable recommendations for possible future actions.
Required Qualifications
• Proven experience in project evaluation, particularly in development or humanitarian projects;
• Expertise in both qualitative and quantitative research methodologies;
• Strong analytical, reporting, and communication skills;
• Familiarity with the context and operational challenges in Liberia;
• Knowledge on disability will be an asset.

Timeline
The evaluation will be conducted over the month of May 2025, with the final report due before the
end of July 2025.
