Overview
The Community Healthcare Initiative (CHI) is inviting qualified consultants and firms to submit expressions of interest for the development of a new, comprehensive five-year strategic plan. With the current plan expiring in 2024, this initiative aims to create a roadmap that effectively aligns with CHI’s mission and vision. The new strategic plan will be essential in addressing the evolving needs of the communities we serve, ensuring that we continue to provide impactful healthcare solutions over the next five years. We seek partners who are committed to enhancing community health and fostering positive outcomes through collaborative strategy development.
Background
Founded in 2014, CHI is a dedicated non-profit organization focused on enhancing healthcare and socio-economic services for women and girls in Liberia. Our mission is rooted in advocating for the rights of these marginalized groups while promoting peace and social justice within the community. Over the years, CHI has made significant strides in various areas, including community development, ensuring access to justice, promoting quality education, and raising awareness about sexual and gender-based violence (SGBV).
With a strong emphasis on grassroots engagement, CHI has developed extensive experience in addressing human rights issues, particularly from a feminist perspective. Our work empowers women and girls, enabling them to advocate for their rights and seek justice. By collaborating with key populations and communities, we have established a solid foundation for advancing gender equality and social change. As we look to the future, we aim to further strengthen our impact through a strategic plan that emphasizes sustainability, scalability, and deeper community engagement.

CHI’s Programs
CHI’s programs include Sexual Reproductive Health and Rights; gender-based violence Violence Prevention; Community Development; Advocacy and peacebuilding; Health System Strengthening; Water Sanitation and Hygiene (WASH); Food Security and Livelihoods Strengthening; climate Change Adaptation; Youth, Adolescents, and Vulnerable women’s Capacity Strengthening; and microenterprise (clinic)
Objectives:
The primary objectives of the strategic planning process include:
 Defining the long-term vision and strategic priorities of the Community Healthcare Initiative
 Identifying key performance indicators to measure our success.
 Engaging stakeholders to ensure the plan reflects community needs and expectations.
 Creating actionable steps for resource mobilization and allocation and the implementation of the strategic plan
Scope of Work
The selected consultant or firm will be entrusted with the following key responsibilities to revitalize and enhance the strategic direction of the Community Healthcare Initiative:
1. Comprehensive Operational Assessment: Conduct an in-depth evaluation of CHI’s existing operations, focusing on the analysis of the prior strategic plan, current programs, and services. This assessment will identify strengths, weaknesses, opportunities, and threats (SWOT) to inform future strategies.
2. Stakeholder Engagement and Facilitation: organize and lead interactive workshops and meetings with a diverse array of stakeholders, including staff, board members, community partners, and beneficiaries. These sessions will be designed to gather insights, foster collaboration, and ensure that all voices are heard in the strategic planning process.
3. Data Analysis and Strategic Framework Development – Analyze the data and insights collected from the assessment and stakeholder engagement. Based on this analysis, develop a comprehensive draft strategic plan that outlines clear goals, actionable strategies, and a detailed implementation timeline to guide CHI’s future efforts.
4. Draft Plan Presentation and Feedback Incorporation: Present the draft strategic plan to the leadership of Community Healthcare Initiative. Facilitate a feedback session to gather input and suggestions for revisions, ensuring that the plan is responsive to the needs and expectations of CHI’s stakeholders.
5. Finalization of Strategic Plan Document: Refine and complete the strategic plan document, incorporating feedback and necessary adjustments. The final deliverable will include a succinct executive summary that encapsulates the core objectives and strategies outlined in the plan, providing a clear reference for stakeholders.
This scope of work provides a structured approach to improving CHI’s strategic framework, positioning the organization for future success in fulfilling its mission to the community.
Qualifications:
Interested parties should demonstrate the following:
 Proven experience in strategic planning for NGOs or similar organizations.
 Strong facilitation and stakeholder engagement skills.
 Understanding of the nonprofit sector and community needs assessment.
 Ability to provide a comprehensive, user-friendly strategic planning document.
