CALL FOR EXPRESSIONS OF INTEREST
FINAL EVALUATION –
Green, Inclusive, and Resilient Liberian Communities (GIRL) Project (2023–2025)
The Liberia National Red Cross Society (LNRCS), in partnership with the Swedish Red Cross and with support from the Swedish Embassy, invites qualified individual consultants or firms to conduct the Final Evaluation of the Green, Inclusive, and Resilient Liberian Communities (GIRL) Project.
About the Project:
Launched in January 2023, the GIRL Project aims to enhance the resilience of vulnerable communities to climate change and related health risks in Grand Kru, Sinoe, and River Gee Counties. Initially implemented in 12 communities, the project expanded to 45 communities in 2024. The final evaluation will assess the project’s relevance, effectiveness, efficiency, sustainability, and impact, and provide actionable recommendations for future programming.
Evaluation Period: August 25 – September 17, 2025
Consultant Qualifications:
· Minimum 5 years’ experience in evaluating development, resilience, or climate adaptation projects.
· Strong knowledge of disaster risk reduction, climate change adaptation, and public health programming.
· Demonstrated expertise in participatory and gender-sensitive methodologies.
· Familiarity with the West African or Liberian socio-cultural context.
· Excellent analytical, facilitation, and report-writing skills.
· Experience with the Red Cross Movement is an asset.
Application Requirements: Interested applicants must submit:
1. Technical proposal (max 5 pages) with methodology and work plan.
2. Financial proposal in USD with detailed budget.
3. CV(s) of lead evaluator and team members.
4. Sample(s) of recent evaluation reports.
5. At least two professional references.
