Youth Positive Transformation Initiative (YOPTI) is seeking to procure the services of qualified consultants or consulting firm to prepare a contextualized land rights training manual to be rolled out pursuant to the training plan for 2023-2025.

Background

Youth Positive Transformation Initiative (YOPTI) is a youth-led, non-profit NGO that envisage a Liberia in which young people are actively contributing to the positive change they want to see. The mission of YOPTI is to promote youth development through capacity building, advocacy and volunteerism. YOPTI has a strong presence in Bong County, with head office in Gbarnga, central Liberia and it is officially recognized, nationally as one of the prime representatives of Liberian youth-led NGOs working with organizations such as: Development Education Network of Liberia (DEN-L), CAFOD, ForumCiv, among others. Consistent with its mission, YOPTI has – over the last seven years – organized and implemented impactful training programs to enable young women and men to drive their own initiatives with respect to personal development and community advancement, advocated for and facilitated youth participation in the implementation of the national development agenda, and helped sustain the peace by working with young women and man on priority areas of need. YOPTI continues to cultivate the potential of young people and promote their active participation in community development.

 

By the end of August 2021, YOPTI adopted a concrete, realistic and achievable five years strategic plan that defines its course of action up to 2026. The plan serves as a roadmap, defining a clear destination while encouraging creativity and flexibility throughout YOPTI’s programs, interventions, and projects for the five years period of the plan. Over the five years period of the plan, there are four Strategic Priorities or themes that drive YOPTI’S work. These strategic priorities include:

1) Develop high-quality programs, interventions and projects that are based on the needs of young people, as defined by them, and have the potential of having positive impacts on them;

 

2) Prepare young people to serve as champions of the environment, through training and raising awareness about common environmental problems (for example waste and pollution, overexploitation and misuse of natural resources, Land, etc.), and organizing young people to provide community services to help address common environmental problems in their communities;

 

3) Increase partnership and advocacy for youth development, ensuring that YOPTI is easily recognizable in every partnership, by delivering high positive impacts on beneficiaries and through positive testimonies and feedbacks from beneficiaries on our quality of work; and

 

4) Secure stakeholder trust, broaden organizational resource base, increase visibility, and community presence through effective and accountable use of resources, and strengthened organizational governance by recruiting and retaining board members with high degree of integrity and commitment to YOPTI’s vision and core values.

 

In fulfillment of priority #2 of YOPTI’s current strategic plan, by August 2022, the organization commenced the implementation of a new project titled: “Harnessing Youth Land Rights for Community Development”/HYLRFCD project. The project which is fully funded by ForumCiv Liberia, aim at promoting youth land rights for community development and increasing their involvement in community services intended to help address common environmental problems in Bong County. As part of the project, YOPTI is expected to provide contextualized Land Rights training workshops for youth and serve them relevant support to help them claim their rights to effectively participate in land governance and management and foster their access, ownership and control for a sustainable use of their land.

Purpose

YOPTI is desirous of undertaking a consultancy for the purpose of preparing a contextualized land rights training manual for youth. When prepared, the training manual is expected to be used as a powerful and effective tool to conduct contextualized capacity building training in land rights to ensure that youth, women, communities, duty bearers, academia and private sector have increased knowledge and capacity for young men and women to exercise their rights to participate in land administration and governance.

 

Scope of Work

The consultants/consulting firm will contextualize legal land-related frameworks to prepare highly quality training manual on land rights for youth. The training curriculum content is expected to be grounded in an ecological model of youth land rights (tackling existing challenges faced by young men and women in exercising their rights to participate in land administration and governance). The training curriculum is to be developed in English and is to address the needs and real-life challenges of youth targeted by the “Harnessing Youth Land Rights for Community Development” project. Additionally, the training manual should include advocacy approach that is unique to youth for claiming their rights.

Meanwhile, this consultancy will include the development of a youth facilitator training manual, which is meant to be used by YOPTI Staff after the ToT to train youth facilitators in the project communities. The youth facilitators trained in the project will subsequently lead consultations and develop youth-friendly materials to inform their fellow young people on the move about their rights to land ownership, protection and governance, and key resource persons or institutions to access advice and assistance.

 

The training materials will be prepared according to the specific context in Liberia. In the drafting process, the consultants’ work will be desk-based, with regular communication with YOPTI’s Administrative Council which is head by its Executive Director and supervised by the Board of Directors.

To ensure consistency and uniqueness across the training package, the Manual should consider standard guidance, as outlined in the section below. However, consultants may adopt standardize format which will be applicable to achieve the expected milestones.

Content of the Manual

In framing the Training Manual, YOPTI is committed to adopting a modern, participatory and learner-centered training methodology. The Manual should be developed accordingly and the training tools will include:

  • Trainers’ Manual (Step-by-step instructions for preparing and delivering each session within the Manuel. Each session should include specific objectives, key messages, exercise and materials required, timing, logistical arrangements, etc.)
  • Training report guidebook (to include the key messages, tips, template, images to serve as indicators after a training is carried out
  • Training materials: training Agenda, PPT, Hand-outs, activities and interactive exercises, logistic guides
  • Copies of additional resources, such as relevant laws and resource materials, etc. so that trainers can obtain supplementary information and strengthen their understanding as required in general terms, for the design we would like the following to be considered: – Very interactive and group work exercises, infographics and visual aids rather than lengthy texts. Each training group will have approximately 20 participants.

This list is not intended to be exhaustive. The Consultants have the responsibility to consult all documents necessary for the successful execution of this assignment.

Budget and terms of payment

There is an approved budget for this consultancy which will be discussed in-depth with the appointed consultants.

Payments will be made as follows:

  • 30% of the total contract amount upon submission of a detailed outline of the module to the satisfaction of the YOPTI.
  • 40% of the total contract amount upon submission of the first draft of the module to the satisfaction of the YOPTI.
  • 30% of the total contract amount upon submission of the final version of the module, adapted following the TOT, to the satisfaction of the YOPTI.

CONSULTANCY REQUIREMENTS

  1. Organizational Experience
  1. At least 2 years proven experience in the conceptualization, design and delivery of training materials.
  2. Demonstrated experience working in or producing training materials for publications.
  1. Skills and Competencies
  2. Proven track record developing high quality training materials and delivery of training;
  3. Experience in the area of land rights;
  4. Familiarity with the 2018 Land Rights Law of Liberia and other laws related to land rights;
  5. Ability to conceptualize, plan and execute innovative ideas
  6. Responds positively to critical feedback and differing points of view
  7. Sets priorities, produces quality outputs
  8. Meets deadlines and manages time efficiently
  9. Excellent communication skills
  10. Ability to work collaboratively

Submission of proposals

The deadline for submission of proposals is 20th day of December 2022. Proposal will be reviewed on a rolling basis.
