Introduction/Background
Education Out Loud, the Global Partnership for Education’s (GPE) fund for advocacy and
social accountability, supports more robust civic engagement to transform education
systems in GPE partner countries. Education Out Loud strengthens civil society
organizations to mobilize citizens and affect policy change in the education sector. It also
helps make advocacy more effective globally, nationally, and locally, promoting
transparency efforts around education policies and practices.1 . In Liberia, the
EducateHER Coalition, led by HOPE, implements the OC22 Through the EducateHER:
Promoting Gender Equity and Equality in Education Project.

Project Description
The EducateHER project aims to contribute to the effective implementation of the
National Policy on Girls Education 2021 -2026, (NPGE), with a specific focus on the
areas of the policy addressing the key barriers to girls’ attendance, retention, and
completion (GARC) in secondary schools through two particular objectives: increased
policymakers and key stakeholders’ commitment to create an enabling environment for
implementing the National Policy on Girls’ Education and improved monitoring and
accountability of county and national stakeholders will be improved for the effective
implementation and monitoring of the NPGE.

Purpose and Objectives of the Assignment
1. External Audit
The primary objective of this consultancy is to provide an independent opinion on the
project’s financial statements, confirming that funds were utilized in line with the grant
agreement and approved budget.
Standards: Audit must comply with International Standards on Auditing (ISA 700 or
ISA 800 Revised).
Coverage: Review financial transactions, internal controls, compliance with
Liberian laws, and presentation of statements in Liberian Dollars with USD
equivalents.

2. Agreed-Upon Procedures (AUP)
Objective: Perform specific checks agreed with HOPE, including:
Voucher approvals and supporting documentation.
Allocation of shared costs across donors.
Compliance with competitive procurement requirements.
Verification of asset register accuracy and physical existence.
Review of corrective actions on prior audit findings.
Assessment of foreign exchange gains/losses.
Standards: Report must follow ISA 4400 (Revised) and present factual findings.

Deliverables
1. Two signed copies of the audit report with financial statements.
2. A management letter with findings and recommendations.
3. A factual report on AUP results.

Implementation Arrangements
HOPE Liberia will contract the Firm in consultation with the Board of Directors and
the Regional Finance Manager EOL. They will work closely with the Finance
Departments at HOPE and PAYOWI.

Ethical Standards and Intellectual Property:
Ownership and copyright of all data, drafts, and final products of the assignment will
be the EducateHER Project’s sole and exclusive property and will be restricted for
public use. The Consultant will submit all original documents, materials, and data to
HOPE Liberia.

Eligibility
Registered and in good standing with the Liberia Institute of Certified Public
Accountants (LICPA).
Valid Tax Clearance Certificate.
Proven experience auditing donor-funded projects.
Ability to complete the audit within three weeks and submit reports within five
business days thereafter.

Proposal Requirements
LICPA registration certificate.
Tax clearance certificate.
Company profile and legal documents.
CVs of key audit personnel.
Evidence of similar assignments in the past three years.
Technical and financial proposal.
At least four client references.
