CRS Liberia will continue to implement the Global Fund’s malaria program and is committed to supporting the National Malaria Control Program (NMCP) to organize mass insecticide-treated net (ITN) campaign activities throughout the country in 2027. Building on lessons learned from previous campaigns, CRS Liberia will seek to strengthen its strategy for the mass ITN distribution campaign.
Job Summary:
The Mass Campaign Coordinator Consultant will provide technical leadership for CRS in the implementation of the 2027 Global Fund Malaria Program ITN mass campaign activities for the Country Program (CP) in accordance with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to advance the delivery of high-quality programming to the poor and vulnerable. Your guidance, knowledge, and support will help determine the degree of effectiveness, efficiency, adaptability, and innovation in CRS ITN mass distribution campaign programming activities worldwide.
You will coordinate the implementation of the Global Fund to Fight Malaria’s mass campaign activities and support the day-to-day technical, operational, and financial management of all related activities. You will also support the deployment and effective use of ICT4D technology in the implementation of mass campaigns while actively contributing to the overall growth and strategic development of digital platforms.

ROLES AND KEY RESPONSIBILITIES:
Program Quality
- Coordinate and implement all activities throughout the relevant project cycles – project design, start-up, implementation, and closure – to ensure effective and efficient implementation of the ITN mass distribution campaign, in accordance with CRS program quality principles and standards, donor requirements, and good practices. Ensure that the project team and partner staff use appropriate systems and tools.
- Participate in the Joint Technical Steering Committee and on all Technical Working Groups related to the campaign on behalf of CRS.
- Collaborate with the CRS SCM team to strengthen the pipeline and supply chain management plan for the mass campaign. Manage the determination of supply and logistics service requirements, desired specifications, and delivery schedules.
- Contribute to development of strategies and Plan-of-Action (POA) documents.
- Support the MOH, CRS and partners to ensure that the Global Fund Malaria Program’s strategic objectives for ITN mass campaigns are fully accomplished and meet expected technical quality standards.
- Ensure accountability and transparency of all mass campaign supply chain operations in compliance with CRS and Global Fund regulations, including systems and procedures for inventory and transportation of goods, warehousing, and distribution.
- Collaborate with the Sever Providers (SPs) and partners to implement mass campaign inventory control and manage comprehensive inventory tracking and recording systems throughout the supply chain cycle at the national, county and district levels, from the time of request to distribution.
- Coordinate the identification of partner organizations’ staff capacity and technical assistance needs, as well as capacity building and interventions needed to support the implementation of quality projects.
- Provide support in the planning and coordination of ITN mass campaign activities, ensuring activities are implemented on schedule and meet relevant national guidelines
- Support the roll-out and dissemination of updated NMCP-approved guidelines, standard operating procedures and other job-aids for malaria prevention via ITN mass campaigns
Monitoring, Evaluation, Accountability and Learning
- Track progress towards relevant performance indicators, analyzing reasons for shortfalls and adapting program strategies as needed
- Support the design and implementation of feedback and response channels to enhance accountability of the program vis-à-vis beneficiaries of the ITN mass campaign services
- In collaboration with program staff, work with partners and other collaborating agencies to ensure that lessons learned and best practices for the implementation of ITN mass campaigns are documented and disseminated
- Ensure implementation of activities in compliance with all country, CRS and Global Fund administrative and operational procedures and policies, as well as applicable donor regulations.
- Promote learning among project staff and partner teams. Analyze and evaluate project performance data in accordance with MEAL policies and procedures. Proactively identify issues and concerns and use participatory processes to overcome implementation barriers.
- Help identify, assess and strengthen relevant partnerships for the ITN mass distribution campaign, by appropriately applying partnership concepts, tools and approaches.
Management and Administration
- Write reports on the ITN mass Campaign activities, provide updates on implementation progress and performance, and identify solutions to address challenges and weaknesses
- Ensure implementation of activities in compliance with all MOH, CRS and Global Fund administrative and operational procedures and policies, as well as applicable donor regulations
- Coordinate financial and material resources related to the needs of the mass campaign. Through planning and supervision, ensure the efficient use of project resources.
- Prepare mid-term and final reports for all ongoing mass campaign activities for relevant stakeholders.
Representation and Advocacy
- Coordinate closely with the National Malaria Control Program (NMCP) and other key stakeholders to plan ITN mass campaign activities and ensure that the national guidelines are being appropriately and consistently applied
- In collaboration with NMCP’s M&E team, HMER and other malaria partners, contribute to the development and implementation of tools, approaches and strategies to strengthen the implementation of mass campaigns in the country
- Liaise with technical counterparts in the Ministry of Health and other local and international stakeholders engaged in malaria activities in Liberia, and participate actively in relevant technical meetings and commitments
- Represent CRS at relevant technical working groups, sectoral meetings and coordination forums
- Act as a key resource in project design and proposal development in the relevant programming area, filling gaps and assuming increased responsibilities as appropriate.
BASIC QUALIFICATIONS
- Relevant first degree and/or postgraduate degree in public health/health management/environmental health, with significant field experience in community-based malaria prevention
- At least 4 years of relevant experience in leadership roles of ITN or other nationwide health Campaigns
- Experience in health-related community development
- Experience in managing developmental programs and providing technical assistance to partner organizations; knowledge and experience of programmatic and technical service delivery challenges are highly desired.
- Ability to work both in a team and independently, and ability to transfer knowledge through formal and informal training.
- Experience with, and demonstrated commitment to, a community-based approach to development.
- Experience with Global Fund Grant implementation
- Excellent analytical and information-seeking skills; and good decision-making skills
- Experience with participatory planning and evaluation methods
- Strong interpersonal and public relations skills
- Willingness and ability to travel regularly and at short notice
- Excellent English language (oral and written) communication skills
- Proficiency in MS Office, including Word, PowerPoint, Excel and Outlook
- Experience with ICT4D tools and approaches, experience with eGov/DIGIT is an advantage.
- Willingness and ability to travel in-country (sometimes on short notice) up to 50%.
REQUIRED LANGUAGES – Strong English speaking and writing proficiency is required; knowledge of Liberian dialects is a plus.
Travel – Must be willing and able to travel up to 50% of the time.

DESIRED EXPERIENCE
- Project management experience in a mass campaign is highly desirable.
- Experience in contributing to the development of technical proposals.
- Skills and experience in MEAL and ICT4D are preferred.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), online conferencing applications and information management systems.
