Project Overview

The Key Population Investment Fund (KPIF), funded through the EpiC project, helps countries to use evidence‐based approaches to make comprehensive HIV services easily available to key populations (KP) at scale and to sustain those services. Pact is a subpartner to FHI 360 on this project, building off the former Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project in Liberia. FHI 360 and its partners will provide overarching technical leadership in KP programming and respond flexibly to USAID request for support. EpiC’s goal will be achieved through the following results:

 

  • Results Area 1: Increased availability of comprehensive prevention, care and treatment services, including reliable coverage across the continuum of care for key populations.
  • Results Area 2: Demand for comprehensive prevention, care and treatment services among key populations enhanced and sustained.
  • Results Area 3: Strengthened systems for planning, monitoring, evaluating and assuring the quality of programs for key populations.

 

Position Purpose

Reporting to the Country Manager, the Capacity Development Senior Specialist, will be responsible for the implementation, coordination and administration of the capacity development activities under Pact for the KPIF project in Liberia. The position is based in Monrovia, with potential travel to other project sites. S/he will manage and be responsible for ensuring effective high quality implementation of capacity development interventions for the seven (7) KPIF Liberia partners, as well as supporting the high quality implementation of peer education and peer navigation services for female sex workers (FSW), Lesbian, Gay, Bisexual and Transgender (LGBT) individuals, men who have sex with men (MSM).

This position will be based at the FHI 360/KPIF office in Monrovia and involves strong coordination of multiple sites and staff, including coordination with the LINKAGES management team, as well as Pact staff in Liberia and in Washington, D.C., to develop, modify and monitor programming elements. The Capacity Development Senior Specialist will be responsible for representing Pact and liaising with the KPIF team, relevant Liberia Government officials, NGOs, and communities in Pact’s areas of operation.

The Capacity Development Senior Specialist will have day-to-day responsibility for implementation, ensuring adherence to timelines, budget management and achievement of objectives. Project oversight will include but is not limited to: managing daily project activities to ensure the project accomplishes its deliverables with high impact, logistics and operations, budget approval, supervision of all staff in the area of responsibility; monitoring, reporting, and evaluation activities.

The Capacity Development Senior Specialist must be a dynamic individual with strong interpersonal and managerial skills, and a commitment to capacity development of CSOs and ensuring FSW, LGBT and MSM are able to access HIV-related services.

Key Responsibilities

Program development and delivery

  • Actively participate in the project development and delivery to ensure a dynamic context specific capacity development project to enable the growth and strengthening of civil society led by or serving FSW, LGBT, and MSM.
  • Ensure capacity development activities are appropriately integrated within KPIF technical activities

Managing Relationships with CSOs

  • Provide quality oversight to KPIF project grantees to ensure capacity development and that KPIF project grantees leave the relationship stronger than they entered.
  • Coordinate with all relevant project staff and Pact global capacity development to ensure all direct and grantee implemented capacity building interventions are technically sound, of high quality, are correctly implemented and meet targets.
  • Coordinate with the Pact/Liberia and FHI 360/Liberia teams to ensure continued strengthening of local partners’ organizational and technical capacity, effective community mobilization and identification of local civil society organizations (formal and informal).

Internal Coordination

  • Work with the FHI 360 and Pact staff to maximize impact of capacity development, especially related to KPIF project grantees.
  • Coordinate and work closely with the other Pact staff to ensure consistency in approach to working with partners.
  • Coordinate and work with FHI 360 M&E as well as Pact MERL staff to ensure appropriate data collection as well as Project staff and partner data reporting.

External Coordination

  • Keep up-to-date with regional developments in HIV/AIDS/capacity development/civil society strengthening.
  • Review relevant reports, evaluations and other internal and external resources as necessary to improve program design and implementation.
  • Upon delegation by senior Pact/FHI 360staff, the Capacity Development Senior Specialist shall represent Pact at program coordination meetings; and be a focal point for project issues.

Basic Requirements

  • Bachelors or a related advanced degree in international development, organizational development, public health or a related area.
  • Proven ability to work sensitively and inclusively with all key populations under the KPIF project.
  • At least 3 years of demonstrated technical expertise in the development and implementation of interventions around HIV prevention, care and treatment of key populations, particularly MSM and FSW.
  • Strong understanding of traditional and local authorities, and civil society actors in Liberia and the organizational and political challenges to strengthening their capacity.
  • At least 3 years of experience in community-based capacity development projects, including experience in community mobilization and civil society development.
  • Proven facilitation, training, and mentorship skills as it relates to working with CSOs.
  • Fluency in verbal and written English required.

Preferred Qualifications

  • Proven high level of interest in and knowledge of a combination of the following: key populations, HIV/AIDS, civil society, and organizational development.
  • Experience in working with and coordinating with international and national NGOs and government agencies.
  • Proven program leadership, management, project planning, organizational, interpersonal, and communication skills.
