This position will be based in Monrovia and is contingent upon award.

 

Project description

The anticipated 5-year Liberia Education Systems Strengthening Activity, will work in partnership with the Ministry of Education (MOE) to address system-wide constraints and increase the MOE’s capacity to provide decentralized and inclusive education, monitor progress, and sustain improved learning outcomes for all children and youth. The activity will support the central MOE to improve education data, resource management, and accountability, and work to improve county-, district-, and school-level governance processes and systems in Montserrado, Margibi, Lofa, Nimba, Bong, and Grand Bassa counties. The activity will target education officials and professionals at the central, county, district, and school level with its capacity development interventions with the end goal of improving education outcomes for children and youth.

Job Description

The Chief of Party is responsible for the overall implementation and performance of the Activity, both technical and managerial. In close coordination with the Liberian Ministry of Education (MOE) and partner organizations, the COP will serve as a major driver of achieving the Activity results as defined in the contract. This individual will be the primary liaison with the donor (USAID), the Liberian Ministry of Education (MOE), key stakeholders, and other implementing partners. Her/his primary responsibilities are to provide overall leadership, management oversight, and technical direction for the Activity, ensuring an integrated vision, strategy, and technical direction. S/he will supervise activity implementation and ensure activities meet stated goals and reporting requirements. The COP will be expected to identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.

 

Responsibilities include:

  • Provide daily oversight and overall direction of the Activity
  • Manage the annual work plan and budgeting process
  • Oversee project operations, administration, logistics, procurement, budgeting, financial accounting, and overall client satisfaction.
  • Oversee technical quality, monitoring, evaluation, reporting, of Performance Monitoring Plan and implementation of the project work plan
  • Create and maintain an effective project management team; supervise the recruitment, hiring, and supervision of all local staff and consultants.
  • Supervise project technical and operations teams
  • Build trust and maintain positive relations with MOE officials to ensure local ownership, buy-in and sustainability of the Activity
  • Serve as the primary liaison with USAID, and communicate regularly with USAID to provide updates and progress reports
  • Coordinate activities of implementing partners to achieve cohesive and sustainable results

 

Qualifications

  • Bachelor’s degree required; (MA, PhD or EdD is preferred) in education, education policy and planning, public/business administration, international relations, other social sciences, or a similar relevant field
  • Minimum of 10 years’ experience managing complex international and donor-funded development projects, preferably with USAID
  • Experience in the education sector in Liberia or West Africa
  • Demonstrated experience in project design, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement
  • Minimum of 5 years of experience managing education systems strengthening projects focusing on decentralization of school management, improved education management information systems (EMIS), and capacity building of education officials at national, regional, and local levels.
  • Must have demonstrated ability to work in complex environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines
  • Proficiency in oral and written communication in English.
