Tetra Tech International Development Services headquartered in Arlington; VA is currently accepting expressions of interest from qualified candidates for potential expert positions on ananticipatedUSAID funded program focused in Liberia. The goal of this activity is to support an increase in civil society’s role in incentivizing reforms and moving Liberia towards sustainability. When CSOs are strengthened, their ability to effectively communicate with their constituents and serve as a conduit for citizens to advocate their concerns to the government is improved, while also providing feedback to the citizenry regarding policy reforms, accountability, and service delivery at the national and local levels. A capacitated and self-reliant civil society will serve as a conduit between government and citizens, creating strong feedback loops that will i) elevate citizen concerns to national public dialogue, ii) advocate for citizen concerns with government iii) communicate progress on reforms to civil society networks, and iv) serve as a watchdog to ensure the implementation citizens’ priorities.
Position Description:The COP will be the principal point of contact in Liberia for procedural and substantive matters. The COP will coordinate and ultimately be responsible for all contract management and implementation. S/he will be the primary liaison with USAID on technical matters and must adjust programs and operations in response to USAID’s technical direction. The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.
The COP’s primary responsibilities are aimed at providing overall leadership, management and general technical direction of the entire Activity, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award. This individual will be expected to identify issues and risks related to Activity implementation in a timely manner and suggest appropriate adjustments. This is anticipated to be a full-time position based in Liberia.
Qualifications:
* Master’s degree or a bachelor’s degree with at least 10 years of experience
* At least 5 years of demonstrated experience in the successful implementation of USG funded projects. West Africa experience encouraged, Liberia experience preferred.
* Experience working within or with civil society organizations (CSOs); including a track record of building capacity, providing incentives to reform, community organizing, building local ownership, engaging government counterparts, and engaging CSO’s of underrepresented communities including women, youth and ethnic minorities.
* At least five (5) years of demonstrated experience in a senior program management role, including the direct supervision of professional and support staff;
* Excellent English oral and written communication skills. Demonstrated ability to think strategically and communicate her vision to partners and colleagues;
* Proven experience navigating complex and high-pressure operating environments;
* Experience in the development and management of programs within a context of multi-donor funded programs preferred;
* Demonstrated ability to establish and sustain interpersonal and professional relationships with staff, donors, civil society organizations, private sector players, and host country government counterparts;
* Professional fluency in English is required.
