Project Description:

The purpose of the USAID Liberia Local Health Systems Solution (LHESS) Activity is to support the Liberian Ministry of Health (MoH) in strengthening critical components of the health system to improve access and affordability to services, to increase and improve patient outcomes at all levels. The anticipated program will be based inMonrovia, Liberiaandprovide support in all 15 counties of Liberia.

Responsibilities

Position Description:

The Global Health Divisionis seeking aChief of Partyfor the anticipated USAID-funded Liberia Local Health Systems Solution (LHESS) Activity. The COP will be responsible for overall project performance, management, and project execution, ensuring excellence and compliance in all project deliverables. The COP holds oversight responsibility for budget management and contract compliance. This position provides activity planning, ensures project coordination among complex project components, as well as leadership and coordination with host country stakeholders and counterparts. The COP will build and maintain productive and professional relationships with USAID, RTI’s home office, and project partners. The COP will support the project by providing technical leadership and overall support as needed, to ensure all aspects of the project exceed client expectations and serve host country stakeholders.

Position is contingent upon award and funding.

Primary responsibilities:

  • Responsible for the overall performance and results of the project, including management and oversight of the program’s technical, operational, and administrative staff.
  • Serve as RTI’s project liaison to USAID, host government counterparts, local organizations, other stakeholders, and program partners.
  • Ensure that the project activities meet client and stakeholder expectations and that project results are proactively disseminated.
  • Develop and implement annual program work and performance milestone plans and negotiate an agreement of those plans with USAID, Ministry of Health, and other implementing partners.
  • Ensure the timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID guidelines.
  • Ensure management systems are operational to track expenditures (including labor) and monitor same against the Program work plan and budget, according to both company policy and client standards/regulations
  • Directly supervise senior technical and operational staff members.

Qualifications

Qualifications:

  • Bachelor’s degree and 15 years of experience, Master’s degree and 12+ years of experience in public health, business administration, or other field directly related to the activity’s focus. PhD/MD with 8+ years of experience preferred.
  • Experience managing large and complex health systems delivery and reform projects with experience in primary and/or public health, malaria control, reproductive, maternal and child health, and health financing (preferably in Liberia and West Africa).
  • Experience as a COP, Country Director, or DCOP for a USG-funded project, effectively working with key stakeholders to promote health reform initiatives (e.g., MoH and other government stakeholders, national and international bodies, international organizations, NGO partners, and U.S. Government Agencies) highly preferred.
  • Proven track record of building deep and trusting partnerships and exhibiting excellent communication and interpersonal skills with program counterparts, ensuring strong communication, negotiation, understanding, and respect with all key stakeholders.
  • Must be fluent in English
  • Ability and willingness to work throughout Liberia required
