Tearfund is looking to fill a vacancy for a Church and Community Transformation (CCT) Officer to support partners in Liberia to deliver on outcomes agreed upon with Tearfund and to ensure that the programmes implemented by partners support the corporate vision.
To provide programmatic and project management support to the Country Director for Mano River and Church and Community Mobilisation Process (CCMP) partners to implement CCMP ensuring that Churches are envisioned, facilitators trained, projects are identified, designed, planned, implemented, monitored, evaluated and reported in accordance with Tearfund’s Church and Community Transformation focus and key indicators. The jobholder will be responsible for placing the local church agenda at the heart of Tearfund and partners’ work in Liberia. Providing support to Tearfund partners in the mobilisation of local churches, partners, church networks to engage in integral mission, capacity building of partners and exposing partners to models of CCMP. The jobholder will also be required to support M & E roles within the Tearfund portfolio and will coordinate learning and exchange on Integral mission.
The candidate should have the knowledge on the procedure of submission of project reports as required by the Government of Liberia. The candidate should be of Christian faith background, and willing to work in a cross-cultural setting; should have excellent written and verbal communication skills in English. PART 1 – JOB DESCRIPTION
- JOB OVERVIEW
To provide programmatic and project management support to the Country Director for Mano River and CCMP partners to implement Church and Community Mobilisation Process (CCMP) ensuring that Churches are envisioned, facilitators trained, projects are identified, designed, planned, implemented, monitored, evaluated and reported in accordance with Tearfund’s Church and Community Transformation focus and key indicators. - POSITION IN ORGANISATION
- Reports to the Country Director (CD) – Mano River (Liberia and Sierra Leone).
- In liaison with the CD, represents Tearfund’s CCMP work in the Country Programme both within Tearfund, and to external bodies.
- Assists the CD in representing and advocating on behalf of Tearfund and partners with external networks, governmental bodies on related Country CCT issues.
ORGANIZATIONAL REQUIREMENTS

- KEY RESPONSIBILITIES
Project leadership, and programme implementation and facilitation
- a) Assist the Country Programme management team in developing the country strategy, in developing a church mobilisation strategy relevant to the Liberia context
- b) Build capacity and facilitate Church and community mobilisation trainings
- c) Input into the design of new integral mission projects and associated programme implementation plans / budgets.
- d) Assist in communicating Tearfund local church vision, and help translate the country programme integral mission strategic goals and objectives to and among local partners and stakeholders e) Provide leadership and innovation in the implementation of Tearfund supported church and community mobilisation projects.
- f) Facilitate local partners’ engagement with the local church and facilitate prayer and integral mission as the key vocation of the local church.
- g) Facilitate the effective implementation of CCMP by local partners, technical partners and church networks through training, supporting project interpretation, work planning, strategy designing, target setting, work plan monitoring and implementation and joint reviews. Facilitate technical training, technical exchange, informal and formal learning exchanges on and development of CCMP among Tearfund partners and the church in Liberia.
Church Mobilisation and planning
- a) Mobilisation of local churches and church networks in developing robust integral mission strategies with a major focus on CCMP
- b) Support in the design and implementation of relevant CCMP models for local churches. c) Mobilise church prayer networks working with existing church networks and building key prayer agendas
on integral mission work using the LHOP model
- d) Generate local church work that can be linked for North to south partnerships e) Promote church leadership trainings and conferences where necessary, where integral mission will be a key focus issue
- f) In collaboration with the Country Director, to undertake detailed analysis and design appropriate project interventions to meet identified needs and strengthen local partners’ capacities and engagement of the local churches
- g) Building bridges between the partners’ project needs and situation in the project areas, making detailed reports with recommendations to the partner management regarding community needs, vulnerabilities / capacities and appropriate responses.
- h) Facilitate the management and implementation of project interventions to achieve material and spiritual transformational impacts through continuous monitoring and reviews in accordance with Tearfund and donor requirements.
Monitoring review and Reporting
- a) Monitor partners and churches mobilisation activities providing support on how churches can develop integral links in their ministry work
- b) Ensure the timely compilation of situation updates, project and monthly narrative reports for Country Programme Office management, in accordance with required reporting formats.
- c) Support in the inputting of IBIS requirements in relation to projects related to integral mission, including project updates on proposals, reports, organisation details and any other necessary details d) Build capacity in project evaluations and assist in the analysis of results to assess, affectivity, quality and transformational use of resources. And project impact as per Tearfund impact indicators guidelines e) Build capacities of Tearfund local partner organisations and church leaders by providing advice and technical and spiritual assistance through needs identification and funding and implementing relevant trainings, exchange learning, mentoring and coaching
Reporting & Reviews and evaluations
- a) Responsible for compiling overall progress reporting to Tearfund and donors, on church support related work this will include production of monthly updates on the work of the local church in relation to integral mission
- b) Review and feedback to partners through report feedbacks, reviews and coordination meetings reports in line with Tearfund standard guidelines and reporting tools on Tearfund supported integral mission related issues
- c) Provide relevant updates and feedback to Country Director on project progress challenges and success d) Facilitate and input into the running of local church related baselines, surveys, research and assessment of project indicators
- e) Compile a database and advise Tearfund on the number of local churches supported through Tearfund support areas of integral mission support and the expansion of this area.
- f) Assess the service delivery capacities of local churches and church networks and their potential to provide significant contribution to Development.
- g) Facilitate learning and exchange and using the experience to scale up integral mission work and for progress reporting on project process, output and immediate impacts
Financial Management & Accounting
- a) Account for and implement detailed integral mission & CCMP project budgets in fulfilment of specified activities, outputs and objectives in coordination with the country office Programme Manager and Finance Manager with others where necessary.
- b) Implement a budget in accordance to agreed overall and activity budgets.
- c) In conjunction with the country finance team, ensure partners financial management is undertaken with standard financial systems and policies.
- d) Manage all Tearfund project facilitation finances within his/her responsibility in accordance with Tearfund standard policies
Personnel Support and Liaison
- a) As part of the country programme team, the Church and Community Transformation officer will promote conditions for effective teamwork and commitment to Tearfund values and operating principles. b) Facilitate the identification of partner staff needs and support definition project team composition and required personnel competencies.
External Relationships / Representation
- a) Build positive working relationships with local churches through local partners. Individual church leaders and raising awareness on the work of Tearfund and integral mission, and where possible links with communities, district government officials in relation to the local church work
- b) Attend relevant inter-agency coordination meetings as delegated by the Country Director c) Assist in developing collaborative church related programmes with agencies and national partners in accordance with country strategy
- d) Attend relevant inter-agency workshops, conferences and sector coordination meetings that promote the integral work of the local church.
- e) Host regular and timed visits to partners project sites with interested stakeholders
Good Practice and Institutional Learning
- a) Ensure that activities are carried out in accordance with signatory codes of conduct and accepted good practice.
- b) Identify key lessons learnt from project reviews and evaluations and ensure learning is understood and
disseminated to partners, local stakeholders, Country programme and UK-based stakeholders. c) Encourage learning from project staff and identify case study themes / issues from project experience for analysis, dialogue and possible formulation into emerging best practice and policy.
