Welthungerhilfe has been in Liberia since 2003 with a focus on Agriculture/Inclusive Food Systems and Nutrition Security, Infrastructure for facilitating access to health facilities and markets, Health System Strengthening, and WASH. Health Systems Strengthening (HSS) Project in Liberia overall objective: With funding support from the Federal Republic of Germany through the German Development Bank (KfW), Welthungerhilfe is implementing the Health Systems Organization Strengthening (HSS) Project in Liberia on behalf of the Government of Liberia, profile and and in collaboration with MoFDP, MoPW and MoH. It is within the scope of the background: programme to construct, rehabilitate and or upgrade Eight (8) health facilities (Clinics, Health Centers and County Hospital) in the four project target counties of Grand Gedeh, River Gee, Sinoe and Grand Kru. The objective of construction, rehabilitation and or upgrading of the health facilities is to improve the structures of the prioritized and selected health facilities, thus contributing to the project overall objective of ensuring that access and utilization of quality health care facilities has improved for the population living in the four target counties of the South-East Region of Lib The constructions and rehabilitations will require services of a competent Civil Engineer. The main objective of the Civil Engineer position is to lead in effective and efficient specific infrastructure planning and implementation/execution at the site level within the assigned district/county within planned resources (time, money, and personnel) while ensuring adherence to organizational policies, project guidelines and acceptable standards. Objective of the Ensure strict adherence to good contract management practice, terms and Position: conditions of contract/implementation agreements with third parties, supervision/monitoring of third parties/contractors and construction/rehabilitation works (irrigation schemes, roads, markets etc) while developing and maintaining good working relationships with local governments, communities and other stakeholders. |
Foreseeing risks/challenges to the implementation approaches and plans, proposing feasible and cost/time effective solutions for consideration by the Infrastructure Expert, Head of Project, Infrastructure Sector Lead and others. Adequate and effective supervision, monitoring of planned works at site level and preventing/minimizing losses or escalation of problems at the various sites. Support other processes as instructed by the Supervisor. |

The Civil Engineer will have the listed below specific responsibilities: General Tasks (GT): • Deputize Senior Civil Engineer • Preparation of weekly work plans • Carryout filling and information management • Establish and maintain good coordination with counterpart government officials and other the key stakeholders (including contractor) at the within the county and at community level. • Check emails on a daily basis and provide appropriate responses. • Filing all photos that have been taken in the proper format by site, county and project. • Ensure that all financial and logistic transactions related to his/her work are being a) done in a fully transparent manner and reported and documented to Welthungerhilfe standards and rules and regulations. • Ensure that project/organization resources (time, construction material, vehicles, equipment) are used in an appropriate and efficient manner. • Familiarize contractors with Welthungerhilfe work policy and rules and regulations. • Liaise with staff of other departments/projects (finance, logistics Agriculture, WASH, Nutrition etc) as well as Public Works, MOH, MIA and other key stakeholders for good coordination of project activities. • Supports preparation of overall project infrastructure implementation plans Duties and Responsibilities: (activities, resources and time) for review of Infrastructure Sector Lead. • Ensures that infrastructure activities are implemented according to the planning. If needed, planning needs to be re-adjusted and documented. Proposal Development (P) • Carry out rapid assessments. Detailed Assessments for Proposed Structures/Interventions (DA) • Fill in assessment templates and conduct detailed assessments. • Prepare assessment report for review and finalization by the supervisor. • Organize and carry out stakeholder consultations at Community Level. • Carry out assessment of local human resources and materials availability. • Carry out visit potential intervention sites. • Examine suitability of sites for proposed interventions. • Assess structures proposed for rehabilitations. • Carry out and support all kinds of surveying including topographical surveys • Assessing potential and existing risks to proposed intervention and staff/workers. • Taking of clear photos with relevant details of during assessments of sites/structures and stakeholder consultation meeting etc for reporting and other useful purposes Planning and Design (PD) • Participate in consultation meetings and take note of key issues for design etc |
• Gathering of information for design of proposed structures • Drafting of drawings • Support surveying of sites and obtaining proof of land ownership. • Drafting BOQs and specifications • Planning and design of waste management systems** Tendering (T) • Support organizing of Prebid meetings. • Organizing and leading Prebid site visit • Carry out preliminary examination of bids. • Carry out detailed commercial and technical bid evaluation documents. • Perform data entry into the CBA and other templates. Contracting © • Draft contracts and assemble contract package. • Introduction of contractors to stakeholders at community level • Ensure that contractors and their key staff read and understand all articles and annexes of contract packages and provide proper explanations when needed. Implementation (I) • Supervision and monitoring of construction/rehabilitation works. • Preparation of monthly progress reports • Conducting monthly site meetings • Preparing As-Built documentations • Ensure adherence to quality control and assurance measures. • Carry out and ensure documentation of lessons learnt at all levels. • Initiating and following up procurement of materials and equipment • Preparation/Drafting additional work documentations. • Supervision of waste management works • Design of waste management structures/areas • Promptly respond to all critical site/project issues addressed to him or her. • Taking of clear photos with relevant details of construction/rehabilitation activities before, during and after implementation for reporting and other useful purposes • Perform any other tasks/roles assigned by the supervisor. Handover (HO) • Facilitate at training of users/managers on maintenance of constructed/rehabilitated structures. • Drafting of training manuals for various kinds of trainings under a given project • Participate in joint inspection of works with key stakeholders including line government ministries. • Participate and support joint final inspection of completed constructions/rehabilitations with key government ministries and stakeholders at County Level before handover to government/beneficiaries. • Drafting of Certificate of Substantial Completion of Works • Drafting of Certificate of Final Completion of Works at end of defects liability period |
Education A Bachelor’s Degree in Civil Engineering and other related disciplines. |
• A minimum of 5 years’ experience in Civil engineering/Construction works and preferable working with INGO/NGO with specific experience in Construction of varied structures(healthcare infrastructures, roads, culverts, Professional drainages, bridges, markets, wells, latrines etc), road and building Experience construction/rehabilitation, topographical surveys, structural and hydrological analysis and design of drainage structures as well as preparation of tender packages and tender evaluation, Supervision and monitoring of |
constructions and personnel, taking off and estimating for Civil works constructions and good report writing |
Language Skills • Excellent command of spoken and written English |
• Good knowledge of Microsoft Office, especially: Word, Excel, Power Point, and internet applications • Good working knowledge and communication skills Computer Skills • Proficient in use of design software such as AUTOCAD and Revit |
