The Liberia Accountability and Voice Initiative (LAVI) Project is a five-year, USAID-funded project to strengthen multi-stakeholder partnerships to advocate for and monitor policy and accountability reforms. It aims to increase the influence of citizens and media in the governance of public goods and services, as well as to create more effective, accountable, and inclusive governance in Liberia.

With the project closing in November 2020, the Closedown Specialist will work with the Closedown Manager to help ensure that the Liberia LAVI project is closed down as smoothly and efficiently as possible, in compliance with USAID regulations and DAI policies and procedures. He/she will receive support from home office staff to ensure the project stays on track to close down according to schedule.

The Closedown Specialist will help ensure that the project is on track to close-out according to schedule.

Specifically, the Closedown Specialist will undertake the following tasks, as prioritized and instructed by the Closedown Manager:

  • Manage the closedown process to ensure project meets closedown activities in timely manner.
  • Prepare disposition plans for the furniture of the project office, including the affectation of the materials, paperwork, contacting partners, managing appointments, physical inventory and disposing for the office.
  • Enforce the delivery of disposition plan and monitor the pace of NXP disposition and ensuring all paperwork are kept on file.
  • Coordinate project file merge plan, file audit, shipment and retention.
  • Confirm submission of project deliverables to the Development Experience Clearinghouse.
  • Prepare budget pipeline projections, and managing project budget going into closedown
  • Assist the procurement specialist in closing POs by verifying the status of deliverables and reconciling the data available in the field accounting system and TAMIS.
  • Audit the procurement module in TAMIS and recommend an action plan in order to close all the remaining open purchase orders.
  • Coordinate with the Closedown Manager on the finance close-down calendar including payroll process deadline, partner’s payments, FAS and server shutdown.
  • Ensure all administrative contractual requirements are completed.

The Closedown Specialist will report to and will work under the guidance of the Closedown Manager.

  • Qualification Requirements
  1. Bachelor’s degree in Business Administration, International Development or related field.
  2. USAID funded project implementation experience.
  3. Minimum 2 years of work experience.
  4. Excellent oral and written communication skills.
