Position Title: Communication Consultant

 

Duty Station: Monrovia, Montserrado County, Liberia

 

Position Status/Duration: Short-term Consultancy

 

Reports to: medica Liberia’s Program Coordinator and Liberian Feminist Forum Secretariat Lead

 

Project Background:

The Liberia Feminist Forum is part of a consortium led by Medica Liberia and other like-minded women-led organizations. It is dedicated to strengthening collaboration within the Liberian women’s rights movement. The goal is to contribute to a strong and vibrant national women’s movement that influences structural, political, and social change processes toward greater equality in Liberia. The consortium actively promotes intergenerational cooperation, supporting young leaders while drawing on the insights of experienced activists. By diversifying perspectives in women’s rights work, the consortium enhances the effectiveness of advocacy efforts and ensures that all voices are valued. This initiative is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) through medica mondiale and builds upon the results and experiences of a previous project.

 

The objective of the Consultancy

The primary objective of this communications consultancy is to assist the consortium in developing a comprehensive strategic communication plan. This plan will serve as a roadmap for effective communication among stakeholders, ensuring that messages are clear, consistent, and aligned with the consortium’s goals.

 

Communications Needs Assessment

  • Assess the current communications strategies, tools, and channels and advise on best practices
  • Identify gaps, challenges, and opportunities for improved communication.

 

Stakeholder Analysis

  • Map out the key internal and external stakeholders of the consortium, including partners, beneficiaries, government entities, and donors.
  • Analyze the communication preferences and needs of each group.

Comprehensive Strategic Communication Plan

  • Develop a detailed strategic plan that includes objectives, key messages, audience segmentation, and communication approaches.
  • Define short-term and long-term goals for communication efforts.
  • Propose methods for aligning communications across consortium members for unified messaging.

Branding and Messaging Framework

  • Create a consistent branding and messaging framework that aligns with the consortium’s vision, mission, and values.
  • Develop key messages that clearly communicate the impact, goals, and values of the consortium.

Digital and Social Media Strategy

  • Develop a strategy for leveraging digital tools, including social media, websites, and email newsletters, to enhance the consortium’s visibility and reach.
  • Identify appropriate platforms and content formats for each target audience.

Capacity Building and Training

  • Provide recommendations for training and capacity building in communications for consortium staff and partners.
  • Develop a training module on effective communication practices and media engagement.

Monitoring and Evaluation (M&E) Framework

  • Design an M&E framework to measure the effectiveness of communication efforts, including key performance indicators (KPIs) and metrics for evaluating impact.
  • Propose methods for continuous improvement based on feedback and performance.

Tools and Templates

  • Develop communication tools such as press release templates, social media guidelines, and content calendars.
  • Recommend strategies for raising awareness about the stronger together program’s impact and objectives.

 

Develop Creative and Knowledge Products:

  • Support the development of creative and informative knowledge products based on project learnings and outcomes.
  • Ensure that the developed materials align with medica Liberia’s branding and marking plan.

 

Expertise and Experience:

The suitable consultant/team should have:

 

  • A bachelor’s degree in mass communications, social sciences, development studies, or related fields.
  • Demonstrated success in developing and implementing communication strategies for organizations, consortiums, or projects across different sectors.
  • Proven experience working with women-led advocacy-focused organizations or in campaigns that drive social impact, policy change, or organizational growth
  • Experience working on communication strategies related to gender equality, social justice, human rights, and other advocacy-related themes is valuable
  • Being a feminist and/or Women’s rights advocate is an added advantage
