(Short Term Consultant – up to 150 days)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The International Finance Corporation (IFC), a member of the World Bank Group (WBG), is the largest
global development institution focused on developing countries’ private sectors. IFC commits to financing
private-sector businesses in emerging markets, mobilizing capital in the international financial markets,
helping clients improve social and environmental sustainability, and providing advisory services to
businesses and governments.
IFC launched the Liberia Private Sector Development Program (IFC #603803), a technical assistance
(TA)-advisory services project administered by IFC’s Creating Markets Advisory (CMA) Department. One
key objective of the Project is to address policy and sector level binding constraints to Liberia’s private
sector by providing TA to Liberia (GoL) to promote investment-climate (IC) reforms, including assisting
the GoL to re-establish a Public-Private Dialogue Platform.
CONTEXT OF THE ASSIGNMENT
The Creating Markets Advisory department of the IFC is re-starting its support for the Liberia Better
Business Forum (LBBF). The LBBF is a structured dialogue platform between the Government and the
private sector seeking to improve Liberia’s business environment. The team is recruiting a Short-Term
Consultant (STC) to serve as the Communication Specialist. The Communication Specialist will assist the
Coordinator and be responsible for developing a communication strategy and managing the communication
plan for the LBBF (both externally and internally) to support the development and implementation of
business reforms in Liberia.
ROLE AND RESPONSIBILITIES
• Support with the re-establishment and rebranding of LBBF.
• Develop the communication strategy and plan for the LBBF program, which includes interactions with
the domestic private sector stakeholders, Government, internal stakeholders, and donor partners;
• Conduct and maintain stakeholder’s mapping and analysis;
• Manage communication plan for stakeholders’ groupings or specifically for LBBF working groups;
• Create and manage all communication platforms, including websites, social media, and print
publications;
• Contribute to publicizing the work of LBBF, including the development impact for IFC’s management,
donor partners, Government, and the private sector through the collection and packaging of key
results and human impact stories
• Support the Government, under the guidance of the Coordinator, to create the communications plan
to develop and implement reforms;
o Before the reforms – create an understanding within governments ministries, the private sector,
and other stakeholders of the benefits and urgency of reforming the investment climate

o After the reforms – ensure that civil servants who oversee implementing the reforms are aware of
the reforms, and to provide communication of the reforms to the private sector so that
businesses can take advantage of them; and,
o To publicize the reforms and their impact on the development community and other key
stakeholders that can provide funding for the reforms’ continuity.
• Support the private sector, under the guidance of the Coordinator, to communicate potential reforms
needs to Government and a communication plan for better up-take of new regulations; and,
• With other team members, draft articles, deliver presentations and speeches on reform approaches
and institutional change in each program area.
Selection Criteria
• Bachelor’s degree or its equivalent in communications, law, business/economics, public policy or
related field;
• Minimum of 3 years’ relevant communications experience;
• Experience in developing and designing communications plans and strategies;
• Knowledge of key determinants of the business and financial environment in Liberia
• Ability to establish a network with key constituents – the media, business community, civil
society, and government officials;
• Work with the external consultant and Business Analyst to draft articles, papers, etc. for use by
various audiences.
• Strong interpersonal skills and ability to work in a diverse environment;
• Excellent writing skills/proofing and editing skills;
• Experience and knowledge of radio, videography, online, and print production;
• Highly proficient in major computer software; including the ability to prepare PowerPoint
presentations; and,
• Fluency in English.
The position is based in Monrovia, Liberia, and may requires occasional international travel. IFC offers a
