RTI International is implementing the USAID-funded five-year Read Liberia Activity
to improve reading outcomes of children in the early grades in Liberia. Read Liberia
will work closely with and support the Government of Liberia’s efforts to improve
the reading abilities of students in the early grades of public schools. RTI is an

Liberia Regional Offices. Each CEO will support approximately 110 communities in
one or more counties.
RTI is recruiting two Community Engagement Officer (Community Facilitator
1) for the Read Liberia Activity. This is a full-time position based in one of the
Read Liberia Regional Offices.
Job Summary:
The Community Engagement Officer (Community Facilitator 1) is primarily
responsible for organizing, coordinating, monitoring and in some cases leading
activities that promote parent and community involvement that supports
improvement in Early Grade Reading outcomes in Read Liberia target schools.
She/he will also facilitate exchanges of good practice between communities and
counties, and regularly report on progress with the Community Engagement Work
to the Ministry of Education at district and county level and to Read Liberia.
Responsibilities:
– Train and coordinate the work of community activists who will engage
parents and community members in individual communities in relevant
activities that support early grade reading.
– Support the community activists through regular meetings at cluster level.
– Arrange training events in the assigned counties and take responsibility for
delivery of materials, payments, etcetera.
– Ensure that the community activists work effectively with the coaches at
school and cluster level so that the community engagement activities
benefit the school’s reading program.
– Work effectively in a team with other Read Liberia staff, primarily at county
and regional level.
– Visit schools and communities to monitor progress, direct processes and
generally to support the partnership between teachers, parents and the
communities.
– Collect ME and L data as required by the Read Liberia M, E and L officer.
– Identify and write up instances of good practice and success stories and
ensure that these are shared within Read Liberia.
– Write reports and submit them to the Senior Community Engagement
Director as required.
– Monitor and implement and supervise all school and community reading
activities
– Perform other related duties as required

Qualifications Qualifications:
Master or bachelor’s degree in Social Work or relevant field and minimum
3 years of specific experience working directly with community actors
including Parent Teacher Associations, School Management Committees,
community-based organizations and other stakeholders to increase
engagement and quality of primary education programs.

– Awareness of USAID regulations and procedures
– Good knowledge of how to use a laptop computer to write reports, send and
receive e-mail, prepare activity budgets and expense reports.
– Willingness to relocate from current home to assigned county.
– Willing and able to use a Read Liberia motorbike regularly for school visits.
– Able to speak at least one of the widely used Liberian languages in the
assigned area.

– Ability to listen and communicate in English both verbally and in writing
– Ability to work under pressure and independently
– Willingness to live/relocate in rural counties ((Bong, Lofa, Bassa, Nimba,
Montserrado, or Margibi)
