PROJECT BACKGROUND
The USAID/Liberia Civil Society Activity aims to strengthen Liberian Civil Society Organizations (CSOs) to more effectively engage their constituents (citizens), contribute to decision-making processes, and oversee government actions. The purpose of this activity is to: strengthen Liberians’ ability to advocate for policy reforms, policy implementation, and service delivery through multi-stakeholder coalitions that build feedback loops among government, CSOs, and citizens. USAID CSA is comprised of four complementary objectives:
Objective 1 is focused on the formation of issue-based coalitions around three thematic windows. These coalitions will analyze the most critical issues that can lead to feasible reforms, co-create advocacy strategies, and translate them into improved policy formation and implementation. Under Objective 2 will employ citizen engagement strategies and policy dialogues to integrate citizens’ concerns on the advocacy agendas, close feedback loops by disseminating results of their advocacy efforts to the broader community for continued dialogue. Activities under Objectives 3 and Objective 4 will ensure that coalition members’ achievements are sustainable by building their financial resilience and adaptive capacities and linking them to a pool of Liberian private sector service providers.
PURPOSE OF POSITION
The Community Mobilizer/Monitor (CM) will support the execution of CSA activities. The CM forms a critical set of field team who engage stakeholders and provide real-time information through independent monitoring of the implementation of, mobilizing stakeholders and progress in achieving results.
RESPONSIBILITIES
The role of Community Mobilizer/Monitor include:
∙ Provide field monitoring support to CSA activities by directly providing quality monitoring for CSA partner events.
∙ Liaise with CSA coalition members to monitor and report on their activities ∙ Provide well completed quality and timely event reports including attendance, photos, USAID date stamped banners, beneficiary opinions, but not limited.
∙ Ensure that the CSA partners adhere to the CSA data collection processes and procedures, specifically, the use and completion of the correct activity sign-in sheets.
∙ Use internet, tablet and other pre-approved platforms to send weekly updates, monthly reports, and other relevant repots as may be required
∙ Be a resource to CSA technical teams regarding success stories from CSO partner activities, and providing situation reports on the operating environment within which CSO partners work, and other conditions that could impact the implementation and effectiveness of CSA activities.
∙ Attend CSA meetings as required (virtual or in person) to provide feedback to technical teams on the progress of activities in respective counties.
∙ Perform any ad-hoc, work-related tasks upon request.
REPORTING AND SUPERVISION
▪ Reports to the Regional Coordinator
QUALIFICATIONS
∙ Bachelor’s degree required; 3 – 5 years of relevant experience may substitute for education
∙ Experience working with civil society organizations
∙ Willingness to visit and work with grassroots communities
∙ Field monitoring and evaluation experience and knowledge
∙ Report writing and photography skills
∙ Able to work effectively in the field under remote management
∙ Ability to treat confidential information with due care
∙ Punctual and reliable with a commitment to learning and self-improvement ∙ Strong written and verbal (English) communication skills
∙ Basic computer skills (ability to use Microsoft Word as a minimum). ∙ Strong interpersonal and presentation skills for interacting with team members and prospective clients
∙ Experience in producing progress reports that describe results achieved, and providing recommendations for corrective actions in under-performing areas of project activities
