Reports To: The Consultant will be supervised in partnership with the Senior RMNCAH Officer and Program Director.
Background
Americares Liberia has been strengthening its social and behavior change (SBC) activities within its maternal and newborn health projects. A core activity has been mobilizing trained traditional midwives (TTMs). Additionally, Americares piloted the Facility Based Delivery solution set developed by USAID Breakthrough ACTION/Liberia. Americares Liberia has piloted the solution set at six facilities and aims to build its monitoring systems and linkages for TTMs within the community health system, in line with previous consultancy recommendations, for those sites as well as rolling out to an additional six facilities for the next phase of implementing the Facility-Based Delivery solution set.
Scope of Work
Under the direction of the Program Director and relevant program staff, the Community SBC consultant will support the implementation of community-level activities for the six pilot sites in Americares Liberia’s Reproductive, Maternal, Newborn, Adolescent, and Child Health project in Grand Bassa County. This involves creating linkages within the community health structures, rolling out the next phase, and monitoring community components of the Facility-Based Delivery solution set.
Key Activities: The Community Engagement Officer will carry out a variety of tasks, including:
PROJECT IMPLEMENTATION
Health Facility Development Committee (HFDC) assessment and planning to ensure its functionalities
Attend community health structures meetings and report back; Liaise with community partners (Last Mile Health)/Community Health Department Director (CHDD) at the county level
Support linkages between Americares supported Trained Traditional Midwives (TTMs) and Community Health Services Supervisor (CHSS)/Community Health Assistants (CHAs)/health facilities – including developing a work plan and providing support to ensure the linkages between the TTMs, CHAs, CHSS, and healthcare services providers are adequately established.
Lead the roll-out of the facility-based delivery solution set
Plan with team for roll out completed including strengthened community transportation plan component
Conduct rollout and submit the report
Follow up on roll out down to the community level for the community transportation plans
Monitoring of community transportation plans
MONITORING AND EVALUATION
Roll out and monitor community transportation plans from the facility-based delivery (FBD) solution set.
Work with the M/E officer, clinical officer, and CHT/DHT teams to develop a plan to strengthen TTM monitoring including facility-based delivery/delivery logistic planner monitoring;
Conduct community-level monitoring of TTM activities (general and FBD solution set)
Deliverables Assessment, report, and action plan for community linkages (between TTMs, CHAs, CHSS, Health Facility Development Committee (HFDC))
FBD solution set rollout completed with the report submitted
Plan with team for roll out completed including strengthened community transportation plan component
Conduct rollout and submit the report
Follow up on roll out down to the community level for the community transportation plans
Monitoring of community transportation plans
Monitoring plan for community activities (TTMs and community transportation plans) executed and submitted with monthly monitoring report for the length of the consultancy and a final monitoring report with recommended next steps included
Handover monitoring plans to Americares staff for continuity of program activities including any training as needed.

Skills, Experience, and Qualifications
University Degree or Technical Diploma or its equivalent in Sociology, Nursing, Public Health, or a Development Studies-related field;
At least five years of professional experience in community engagement and outreach;
Works well with others and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well, possesses excellent coordination and problem-solving skills;
Excellent written and oral communication skills (local language), especially with report writing and computers.
Good computer skills in MS Word, Excel, and PowerPoint;
Commitment to accuracy and meeting deadlines;
Must be experienced and comfortable riding a motorbike regularly.
Experience with capacity building projects, coordinating workshops and training, and/or working with health facilities preferred.
Experience in social and behavior change strategies preferred.
Experience networking and building relationships with stakeholders a plus.
Ability to work with minimal supervision.
Highly reliable and dependable.
Ability to maintain effective working relationships with all levels of staff and donors.
Added advantage: Master’s degree in a relevant field and INGO experience.
Willingness and ability to travel
Unrestricted authorization to work in Liberia
