Who we are?

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise offering workable, sustainable and effective solutions in political, economic and social change processes.

 

Most of our work is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). However, GIZ also operates on behalf of other German ministries and public and private bodies in Germany and abroad.

 

GIZ operates throughout Germany and in more than 130 countries worldwide. We have about 17,000 staff members around the globe, some 70% of whom are employed locally as national personnel.

 

GIZ was active in Liberia from 1974 until the outbreak of civil war in 1989. In 2010, GIZ reopened a regional office for Sierra Leone and Liberia in Monrovia, and is supporting sustainable economic development through various projects.

 

On behalf of Germany’s Federal Ministry for Economic Cooperation and Development, GIZ supports the Government of Liberia in the health sector through a project focusing on the improvement of surveillance and response system for diseases, especially those with epidemic potential in the partner counties in south east Liberia.

 

In furtherance for said support, the HSSEP project intends to provide support to 5 targeted counties in the South East (Grand Kru, Sinoe, Grand Gedeh, Maryland and River Gee) to enable them expand access to COVID 19 vaccination and improve immunization among people through a direct funding mechanism (local subsidy); thus building the CHT capacity to implement directly as they endeavour to meet national targets for COVID 19 immunization over 6 months. The Compliance officers (we are looking here for 5 compliance officers, one per county) will play a major role in supporting the counties on the grounds to ensure the day to day administrative and financial management procedures are met in a timely manner as required by the Local Subsidy contracts.

Position: Compliance Officer (5 Positions)

Location: South East (Grand Kru, River Gee, Maryland, Grand Gedeh and Sinoe)

Contract Period: Subject to agreement of the commissioner, this post is available up to December 2022 with an option of extension.

 

Responsibilities

Support the Health Programme Finance Team to manage the implementation of Local Subsidy Contracts Ensuring proper documentation and liquidation of Local subsidies contracts with the County Health Teams (CHTs) in the southeast and to support the closure of contracts

 

Tasks

  • Monitoring Local subsidies budget and activities timeline and support recipient to timely request disbursements.
  • Supporting recipient in the preparation of request for advance payment and submit request to Monrovia office
  • Coordinate with Monrovia office for the timely disbursement of advances.
  • Following up with the bank to ensure that transfers are deposited to recipients account timely.
  • Supporting recipient in ensuring procurement of goods and services/contracts awarding procedure meets GIZ local subsidy guidelines
  • Ensuring accounting documentation according to GIZ Local Subsidy guidelines.
  • Following up with Local subsidy recipients for the timely settlement of advances
  • Supporting the procurement officer to provide guidance on procurement process and procures according to GIZ Local Subsidy guideline.
  • Reviewing Local Subsidy settlement documents and support the partners in preparing the expenditure sheet.
  • Ensuring expenditure sheets are authorized by authorizing partner/recipient representative and submit settlement documents to Monrovia office.
  • Performing other duties as may be requested by supervisor

 

Onboarding / Logistics:

As noted above, the duty station for this role will be in the South East of Liberia and will require high level of independence in supporting partner counties. As such the following provision will be made to support selected candidates.

 

  • Onboarding – GIZ team will organize a week onboard and training activity for compliance officers on the working procedures, local subsidy guidelines etc.
  • Provide on time deployment financial assistance (based on needs, i. e. if candidates are not resident of the SE counties)
  • Provide all working tools (computer, internet and communication)
  • As part of the arrangement with CHTs, they will provide workstation for compliance officers
  • Once a month, compliance officer will be required to travel to GIZ regional office in Harper or Monrovia for mentorship and shared learning.

Required qualifications, competences and experience

Qualifications

  • University degree/certificate in business administration, accounting or a comparable discipline.

 

Professional experience

  • At least 2 years professional experience in a comparable position, including in-depth understanding of contract/award management, and accounting.

 

Other knowledge, additional competences

  • General Knowledge on procurement processes is desirable
  • Experience in an international organization or company is desirable, knowledge of GIZ rules and procedures regarding financial management is a strong asset
  • Excellent working knowledge of standard IT technologies/applications, notably, Excel, Word, MS Outlook; experience with MS Teams is a strong asset
  • Fluency in written and spoken English is essential,
  • High level of integrity, diligence, capacity for teamwork and willingness to learn
  • Knowledge of GIZ accounts processes and procedures is an asset
  • Previous experience with GIZ or German cooperation is advantage
