Job Title: Compliance Specialist

Project: USAID Liberia Foundational Skills Activity (FSA)

Program Overview

The Liberia Foundational Skills Activity (LFSA) is a United States Agency for International Development (USAID) funded program implemented by Chemonics International in Liberia. The project will work to increase the percentage of Liberian children accessing primary school and meeting government of Liberia learning standards.

 

Principal Duties and Responsibilities

 

The Compliance Specialist collaborates with the technical, procurement, HR and finance staff to ensure that all LFSA transactions and supporting documents are reviewed for accuracy and completeness. Specifically, the Compliance Specialist is accountable for confirming all transactions under review are backed up with sufficient supporting documentation and are in alignment with contractual terms and conditions. The Compliance Specialist is also accountable for flagging cases where invoices are insufficiently supported, documenting such feedback in a central tracker, and clearly and consistently communicating such feedback to staff responsible for vendor management and communication.

 

He/She will implement processes and internal controls to ensure full compliance with USG rules.

As a Compliance Specialist for the Liberia Foundational Skills Activity, the employee is responsible for the following principal duties and responsibilities:

 

  • Establish standards and procedures to ensure that compliance programs throughout the project are effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations.
  • Develop, together with the project’s operations team (including finance, HR, grants, and procurement), and/or disseminate the latest field operations and compliance policies, regulations, standards and tools.
  • Ensure, together with the project’s finance team, that proper accounting procedures and documentation are in place to ensure that transactions are coded correctly and in a timely manner, accounts receivables are collected, and that payables are paid in timely manner.
  • Review periodically the project personnel and accounting files to ensure that the minimum required documentation is included in the files and that due diligence has been conducted in verifying supporting documentation.
  • Monitor project inventory and regularly audit the inventory tracker against inventory purchasing records from ABACUS and the physical inventory.
  • Assist staff in identifying needs for technical and administrative assistance and assist in mobilizing such assistance and monitor its provision.
  • Conduct regular, independent verification to check for compliance with all required procedures, particularly procurement, grants, and human resources.
  • Follow up on outstanding advances on a monthly basis.
  • Review government payables (such as withholding tax, income tax, and pension and provident fund payables), and make sure that such payables are paid on time to the appropriate authority or account.
  • Review invoices and deliverables submitted by sub-awardees and local consultants.
  • Review monthly GST report using a standard format and submit to USAID for refund.
  • Support the Finance team when needed to submit all required documents to Chemonics HQ.
  • Provides guidance to staff on best practices with recruitment, procurement, and other operational aspects.
  • Conduct market analysis and create a vendor database with prices of recurring items.
  • Review all procurement packages exceeding micro-purchase threshold.
  • Assist the Operations and Finance Director in preparing all required documents for audit purposes.
  • Conducts periodic live training on our ethical standards of business conduct with staff, vendors, subcontractors, and grantees.
  • Serves as the Security and Safety Focal Point
  • Perform other duties which are in line with the scope of the position as assigned by the immediate supervisor.

 

Location of Assignment

This long-term position will be based out of Monrovia, Montserrado County, Liberia.

Supervision and Reporting

The Compliance Officer will report to and be supervised by the LFSA Operations and Finance Director.
