Job Title: Construction Officer (x1)

Location: District 3, 4 in Grand Bassa and Fein and Nyonwein River in Rivercess

Reporting To: PARTNERS Programme Coordinator

Responsible For: nil

Job Purpose: To provide direct supervision and oversight of storage construction work undertaken by Concern under EULAP (European Union Livelihood Agriculture Program), through contractors and ensuring adherence to agreed quality standards. The Construction Site Supervisor will also monitor construction activities for compliance with national regulations and agreed milestones and completion timelines.

Responsibilities: Supervise, monitor and evaluate the construction components and ensure quality, standards and adherence to work design and specifications. Work with contractor(s) and process contractor(s) payment requests following satisfactory completion of agreed works, with all necessary supporting documents and certification; supervise works undertaken by contractors, provide technical guidance and carry out periodic work measurement; liaise with the Programme Manager and produce job completion certificates on job completed by the contractor; in collaboration with Concern Site supervisor and WHH Engineer, train beneficiaries on use and maintenance of constructed project facilities; to document all project information including GPS mapping and filing the data/information as required by Concern; in collaboration with line Manager, produce periodic work-plans and reports in accordance with acceptable standards in consultation with other team members.

Work with Programme Managers and Supervisors to mobilise and organize communities to get proper orientation on the construction project before the implementation begins; with support of the field teams, assist programme participants and communities to identify the necessary local resources and skills required to enhance the construction work and in a timely manner.

Experience & Qualification:

A diploma in Civil Engineering or Vocational training in a relevant field from a recognized institution;

At least 2 years relevant experience in the field – especially a hands-on experience in construction work;

Experience in monitoring of food storage construction works, structural appraisal and understanding of Bills of Quantities (BoQs) and basic technical drawings; At least 2 years hands on experience in construction activities
