Title: Construction QC Engineer
Reports to: Lead Engineer
Supervision of: Resident Engineer
Location: Monrovia, Liberia
JOB SUMMARY:
The Construction Quality Control Engineer based in Monrovia will provide management assistance
to the Lead Engineer in monitoring overall project performance, Quality Control, deliverables,
document control and project administration tasks. The QC Engineer will be responsible for
maintaining detailed document controls (schedule, payments, progress reports), tracking RFIs and
other design related queries, auditing the field document control and conducting frequent field site
visits as deemed necessary to provide support the quality of construction activities and the
InfraWASH oversight Team. The QC Engineer will develop a Quality Control Construction Manual
intended to provide InfraWASH Project with standard operating procedures (SOP) for the
construction services phase of the project. The QC Engineer will monitor field office operations and
provide support with supplies and equipment maintenance as needed.
MAIN RESPONSIBILITIES AND TASKS:
General Duties and Responsibilities:
Construction Oversight
◼ In coordination with Lead Engineer provide direct construction oversight through
frequent site visits and promote consistency among regions.
◼ Prepare the Quality Control Construction Manual in the local context, outlining key
aspects of the construction oversight program.
◼ Prepare QA/QC checklists for the construction activities which will be used by site
engineers
◼ Elevate observed construction related issues to the Lead Engineer for appropriate
resolution with the client.
◼ Review construction company’s plans and submittals and recommend improvements.
Management of Construction activities and practices
◼ Ensure information to maintain a Gantt chart on Microsoft Project per each site of
construction is timely delivered to MEL Engineer.
◼ In coordination with Lead Engineer, responsible for both the water network expansion
and WASH field oversight.
◼ Contribute to monthly, quarterly and annual reports.

Monitor Quality Control Construction
◼ Monitor and report to Lead Engineer on quality control issues and plans, and timely
notification of non-compliance with current US industry quality standards.
◼ Maintain project construction records which include but not limited to shop drawings;
submittal of materials; warranties; and maintenance procedures.
◼ Review records of the construction contractor’s construction schedule (CPM), to ensure
that they comply with construction contract documents
Training
◼ Develop and implement training tailored to the Liberian context on construction quality
methodologies.
◼ Conduct refreshers of the construction quality control manual on weekly construction
meetings.
Inspections of work construction
◼ Lead all inspection processes and document evidence of compliance to Technical
Specifications, Drawings and Contract terms.
◼ Lead the testing and Commissioning of completed work components to include system
checks.
◼ Lead and document and adhoc inspection such as health and Safety Compliance;
Quality Control performed by Contractor; Environmental Risk Mitigation Compliance and
Audit of documents required to be held on site.
Other
◼ Perform other tasks as assigned by the Chief of Party (COP) and Lead Engineer.
◼ Maintain regular quarterly communication with the Tetra Tech Home Office QA
Specialist;
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION: A University degree in Engineering or similar, requiring
Construction Quality Control analysis and reporting.
WORK EXPERIENCE: Must be have at least five years’ experience conducting
Construction Quality Control.
Must have a minimum of five years’ experience with most of the
tasks outlined above, preferably for a USAID contract
SKILLS: Must be computer literate (in Microsoft Office applications such as
Excel, Word, PowerPoint, etc)
