The Lutheran Development Service in Liberia (LDS – Liberia) is a Lutheran Church-related semi-autonomous non governmental organization that was established in January 2002. It is the development arm of the Lutheran Church in Liberia charged with the responsibilities to provide diaconal services to God’s people in an impartial way. LDS has a clear vision and a clear mandate which continue to guide its operations. LDS took over the activities of the Lutheran World Federation/Department for World Service when it phased out in July 2010. Baseline Survey

Project Background

Bread for the World (BftW), a humanitarian and development organization, based in Germany, has over several years collaborated with the Lutheran Development Service (LDS), to improve the wellbeing of the people of Liberia including the just ended Integrated Community Improvement Project (ICEP) in Sanoyea and Jorquelleh Districts, Bong County.

Lutheran Development Service (LDS), as the development arm of the Lutheran Church in Liberia (LCL) again has the responsibility to ensure the effective and efficient implementation of Community Livelihood Assistance Project (CLAP) funded by Bread for the Word to improve the well-beings of the project beneficiaries in Salayea District, Lofa County. This project has a follow-on component in terms of phasing out some key activities in Bing County. LDS will support 73 graduates of the first phase of the adult literacy training to put graduates in a position to write more clearly and complete the introduction of modern technology in rice production by constructing and equipping two community rice processors as the ICEP phase out activities. Outcomes of six (6) years of support to the ICEP beneficiaries show significant good results and some mixed results.

As the primary geographic area, most of the activities of CLAP will be implemented in Salayea District in Lofa County. The key interventions are health promotion, water and sanitation improvement, food production and processing and support schools to deliver quality education.

Goal:

The lives and well-beings of over four thousand eight hundred (4,800) rural households in 26 communities in Jorquelleh and Sanoyea Districts and Salayea District improved/transformed as a result of the project interventions.

Objectives of the project:

Objective 1: Four hundred (400) community households increased rice and vegetable production to improve food security

Objective 2: (400) community households increased food production and sales to generate incomes to reduce poverty

Objective 3: Inhabitants of eight (8) communities are healthier by reduction in illness from water-borne diseases and environmental pollution .

Purpose of the Consultancy”

The purpose of this consultancy is to collect quantitative and qualitative baseline data to inform the targeting of vulnerable communities for water and sanitation facilities, targeting of schools for PTA strengthening through school gardening and targeting communities for agriculture and livelihood activities. The baseline data should form the bedrock for measuring progress on project implementation and evaluation and monitoring. LDS therefore seeks the services of a qualified individual consultant or entity to conduct the baseline survey for CLAP in Salayea District, Lofa County.

Qualification of Consultant

1. A Minimum of Bachelor Degree in social science, health, agriculture or related areas
2. At least three years of experiences conducting baseline survey for development projects with evidence c. Good analytical and reporting skills

Scope of Work

1. Develop an e-survey tool for data collection and analysis
2. Recruit and train enumerators in the use of e-tool for conducting the baseline
3. Collect baseline data from the field working closely with LDS on targeted communities
4. Submit a projection of total cost for the survey for discussion with LDS
5. Develop a workplan with timeline to enhance logistical arrangement and notification of communities, Triangulated data collected with government and other sources and possible reasons for variations if any.
6. Disaggregation of data by age, sex, where possible
7. Recommend for further investigations that are needed to enhance the quality of the baseline study and improve targeting, if any.

Deliverables

1. Inception Report to present the tools to LDS for concurrence
2. Presentation of preliminary findings by PowerPoint covering activities under each of the project objectives 3. Submit the Final report after integration of comments from LDS in a soft copy and four (4) bind hard copies 4. LDS submit final report to Bread for the World
