  1. PURPOSE

Medica Liberia (mL) and POWER-Liberia (PL) are seeking the services of a consultant to lead on the development of training modules for the training of election monitors from key election monitoring and observation bodies using the UN Women VAWP tools and gender Responsive Training Manual for Election Observation and Monitoring, facilitation and report writing. As elections are about to be held and with the recent commitment made by, twenty-two out of twenty-five registered political parties, alliances, and coalitions, along with the National Elections Commission on May 11 2023, through the signing of a Memorandum of Understanding (MoU) for the implementation of a minimum 30% gender quota for candidate listing in the 2023 elections, and the VAWIE Protocol in place, the overall objective of this consultancy is to strengthen the capacity and skills of staffs and partners of key election monitoring organizations to enable them to conduct a gender responsive monitoring, documentation, and observation of VAWP during the upcoming elections in Liberia.

  1. SCOPE OF WORK

The consultant will be expected to do the following:

  • Meet with mL and PL to discuss the details for the development of the training manual, elections monitoring tools, the training dates, co-facilitation processes, areas that should be prioritized during the training, training methodology, etc.
  • Provide the draft training module to be submitted to UN Women for approval before the training which will be expected to take place from July 6 – 14, 2023 at a location to be identified.
  • Provide a detailed report of the training, outlining key achievements, challenges, recommendations as well as lessons learned.

 

 

  1. Key deliverables in the consultancy
  1. Participate in at least 3 planning meetings with mL and PL Identify and share soft copies of training materials and monitoring tools for printing

 

  1. Compile training module based on the UN Women Gender Responsive Training Manual for Election Observation and Monitoring

3b. CONTRACT DURATION AND TIMELINE

The consultant should carry out the assignment between June 26 – July 21, 2023.

 

  1. METHODOLOGY

The consultant will propose a mix of methods s/he deems appropriate given the scope of work. The capacity strengthening should include a blended participatory learning approach to include team building exercises, role play, group work, buzz-groups, simulation exercises, plenary discussions etc.

  1. REQUIRED QUALIFICATIONS AND EXPERIENCE

 

  • A bachelor’s degree in a relevant field such as political science, international relations, law, or a related discipline.
  • In-depth knowledge of electoral processes, election observation methodologies, and international standards for democratic elections.
  • Familiarity with electoral laws and regulations, including the legal framework for election monitoring.
  • Proven experience in developing training materials, manuals, or modules related to election monitoring or similar areas.
  • Previous work experience in the field of elections, democracy, governance, or related areas, preferably in an international context.

 

  • Excellent writing skills, with the ability to produce clear, concise, and well-structured training materials.
  • Strong understanding of the roles and responsibilities of election monitors, including their ethical considerations and code of conduct.
  • Knowledge of international best practices and guidelines for election observation missions, such as those developed by organizations like the OSCE, EU, or UN.

 

  1. SUBMITTING AN EXPRESSION OF INTEREST

The applicant will submit a technical proposal and financial proposal

The technical proposal must include:

  1. an expression of interest letter that clearly states your interest in and outlines your suitability for the role
  2. Your expression of interest should clearly state whether you are able develop training module, VAWIE/P monitoring and reporting tools.
  • the proposed approach and methodology
  1. CV that includes three contactable references for whom you carried out such assignment in last 2 years.

The financial proposal will include an indicative budget including taxes, if applicable. The financial proposal will include a breakdown of costs including travel, (local and external), daily rates, reporting etc.
