Terms of Reference for Individual Consultancy for Capacity Strengthening Trainer

Background

There is a growing body of reporting and analysis which confirms that COVID-19 disproportionately impacts women in many ways.

Experiences have demonstrated that where women are primarily responsible for procuring and cooking food for the family, increasing food insecurity as a result of the crises may place them at heightened risk, for example, of intimate partner and other forms of domestic violence due to heightened tensions in the household. Other forms of GBV are also exacerbated in crisis contexts. In addition, life-saving care and support to GBV survivors (i.e. clinical management of rape and mental health and psycho-social support) may be disrupted when health service providers are overburdened and preoccupied with handling COVID-19 cases.

Where healthcare systems are stretched by efforts to contain outbreaks, care responsibilities are frequently “downloaded” onto women and girls, who usually bear responsibility for caring for ill family members and the elderly. The closure of schools further exacerbates the burden of unpaid care work on women and girls, who absorb the additional work of caring for children.

Context

In its Policy Brief of April 9, 2020 on the impact of COVID-19 on women, the United Nations Organization acknowledged that: “Violence against women and girls is increasing globally as the COVID-19 pandemic combines with economic and social stresses and measures to restrict contact and movement. Crowded homes, substance abuse, limited access to services and reduced peer support are exacerbating these conditions.” The Brief also said that “Many of these women are now trapped in their homes with their abusers”. The UN even called for national governments to place women issues including prevention efforts and services to respond to violence against women into COVID-19 response plans. However, the measures put in place by the Government of Liberia through the March 16, 2020 and April 8, 2020 public addresses to the nation and Joint Resolution of the Legislature have no noticeable consideration for such response to women issues.

One of civil society first responders to Sexual and Gender-Based Violence (SGBV) issues in Liberia is the Association of Female Lawyers of Liberia (AFELL), which intends to continue providing its pro bono services to indigent women and children survivors. For example, between April 13, 2020 and April 16, 2020, AFELL received reports of ten (10) cases from survivors within Monrovia and its environs. Out of this number of cases, 70% were physical assault (beating) by their male partners. The women who reported the violent incidents to AFELL expect that AFELL will represent their legal interests and promote their human rights.

PURPOSE FOR THE CONSULTANCY

Terms of Reference for Capacity Strengthening Trainer

The overall purpose of the consultancy is to train staff and some members of AFELL in work plan development and project implementation report writing in order to strengthen their capacities for quality project implementation and accountability. The training workshop will be delivered over a five (5) day period in Monrovia.

Specifically, the Capacity Strengthening Trainer will:

  • Develop and tailor materials forstaff capacity development training
  • Provide training on work plan preparation and report writing

Deliverables

  1. One workshop for staff/members of AFELL
  2. Training Materials/Manual
  3. Handouts
  4. Draft work plans for staff
  5. Training Report

The consultant is required to possess:

  1. Degree in Project Management (or equivalent), Social Work, Anthropology, Education Administration or a related field (Master’s Degree is an advantage)
  2. At least 5 years of experience in facilitation workshop or training
  3. Demonstrated ability to write high qualitypapers in English
  4. Very good communication skills
  5. Understands values and principles of human rights including women rights

Key competencies:

  1. a) Good communication skill in English (oral and written)
  2. b) Experience in power point presentation and facilitation
  3. c) Ability to present information in a clear, precise, and well-articulated manner
